Has a lot to do with the presence of the Dutch government here. They will occupy the 2 office towers in this project.

@Erbse: The neighborhood in the front is finished for about a year and is called "the Rivierenbuurt". The architect is Rob Krier. The second part of the project, what they are finishing now is less beautiful I think. More info here (in Dutch) http://www.skyscrapercity.com/showthread.php?t=74404

Again from an other point of view shot by forummember Michiel.

On th right side of the cluster you will soon see Tower 1 (141,8m) of the Babylon complex. Tower 2 is already visible on the right with blue and white. When al this is finnished The Hague will have a nice kkyline for a city with around 500.000 inhabitants!!!

And 'plein' literally means 'square' - as in an open space between built-up blocks - the mathematical figure would be called 'vierkant'.
