I've read some articles about rest areas being fulfilled, overfilled all along the route of A3. Last night I drove on A3 from the Austrian border to Montabaur. I checked all the rest areas (as much as it is possible while driving a car). I did not see any, that was not overfilled. Many trucks are parking illegally, on drive-outs, everywhere, where there's a free place for a truck. Emergency blinkers on (without that the situation would be dangerous, since there's only a very narrow lane free) all the night.
What can the police do? They may fine the drivers for parking illegally, but the fine for that is less then the fine for overdriving. The truck drivers must stop after driving 9 hours a day. And the next parking lot, too, has no free places so that you can't say: go on another ten minutes.
The Austrian side, too, has a similar situation. There's a sign in the motorway A8: free places in parking areas. And all the listed rest areas are labelled by red: full.

That's also my experience. I've no idea, if the A3 is the worst one. Does anybody know the situation on A2, A4, A6,...?

A2 is apparently extremely bad around Hannover, because it is midway from the Netherlands to Poland. Truck volumes are over 25.000 per day there, one of the highest of Germany. Many rest areas are expanded there (also on A30).

I know . But I have no idea if many trucks are parking on the emergency lanes etc. at night too.

In Germany there is currently a gigantic expansion project underway considering the rest areas on the most important routes. The main aim is to build thousands of additional parking lots for trucks because of the massive increase of truck traffic.

I´m too lazy to search for the numbers but they are impressive! I think most of the planned expanded rest areas are already finished.

No. Many projects are completed, but I guess more than 50 percent of the projects are still not u/c.

- The estimated costs of the A20 Elbtunnel are 940 million €. The costs for the whole 12.3km long section from Glücksstadt to Drochtersen - including the tunnel - are 1,102 million € (OSM). The next steps are to achieve building law and to finish the cost-effectiveness analysis. The Federal Transport Ministry wants to start bidding in 2014. (Taken from a publication of the German Bundestag: > click <. There is also a great sentence: "ÖPP ist keine Finanzierungs-, sondern eine wertneutrale Beschaffungsvariante gegenüber der sogenannten konventionellen Realisierung von Bundesfernstraßen" --> "PPP is not a funding option, but a value-neutral aquisition model compared to so-called conventional implementation of federal roads" )

- The 4.7km long B174 widening (2x2) b/n Chemnitz and Gornau is u/c (OSM). It will be completed in November 2013. The plan approval order was passed in January 2009. Groundbreaking was in December 2010. Costs: 35 million €. The 1.3km long extension in Chemnitz is also u/c (OSM). Groundbreaking was in September 2012, completion is estimated in November 2014. Both section include hard shoulders.

- B286 2+1 widening b/n Schweinfurt (A70) and Wiesentheid (A3): The first 1.5km long section from AS Alitzheim to AS Gerolzhofen-North is now u/c (OSM). Completion: late 2014. Costs: 3 million €. The B286 was designed for Autobahn layout in the 1960th. The speed limit on the current 2-laned road is 120km/h.

Some photos of B26 from Darmstadt to Dieburg, a yellow Autobahn.
This stretch was a real Autobahn till the '80s, then degraded to Kraftfahrstraße.
Until about 2011, it had a posted speed limit of 130km/h, now it's free

Drove on the A9 today from Ingolstadt to Lauf an der Pegnitz and back, lots and lots of campers and cars with DK, NL, N plates, even one S and one FIN, with boats and all sort of stuff. There were around 10 Norwegian caravans driving in a row, most likely from the same crew.

Drove on the motorway-like B2 between Donauwörth and Landsberg am Lech yesterday. Not very relaxing, lanes seem to be narrower, emergency lane missing on most stretches, curve radius smaller, alignment not designed for high speed, as most of Autobahns. The section Augsburg-Landsberg am Lech was a little better, with most part unlimited.

- 2x4 A8 widening b/n Leonberg and Wendlingen (already part of the BVWP 2003, but further demand; 33.1km; 147 million €)
- 2x4 A81 widening b/n Pleidelsheim and Zuffenhausen (suggested for BVWP 2015; 13.4km; 135 million €)
