Closures, bridges that will collapse soon, a large amount of restrictions due to bad state of surface/bridge. Lack of capacity in several roads. Only here in NRW there are at least 6-8 serious congestions (time loss > 15 minutes) every single day.
That is not something that shall be tolled.

At least they spend 100bil+ on windmills, when they have perfectly capable reactors scheduled for shutdown.

No, windmills are bad. They destroy the landscape. In addition, the required power supply lines ("current Autobahns") destroy the scenery. Wind mill companies and component suppliers are in big trouble. Companies who build solar plants or components have the same problem. NIMBYs and incapable politicians all over...

Among these routes with relatively same distance on all-Autobahn drives, which do you consider better option overall (state of road, congestion, long-term roadworks etc)

Frankfurt-Ulm I would still stick with A3, A7. Some roadworks at Würzburg to endure, but the A7 is a hell of a blast. And why A8 anyway???? It's a long way round, and even if it wasn't you don't want to go anywhere near it if avoidable...

A4 Aachen - Cologne

The realignment of the A4 b/n Düren and Kerpen will be completed in September.

The new 11.6km long road will feature 2x3 lanes (OSM). The official opening ceremony will be on 16th September 2014. The new carriageway towards Cologne will be opened on 17th September, the carriageway towards Aachen will be opened for traffic on 20th September. Total costs: 192 million €. Source.

Mr. Dobrindt says that there is no disadvantage. People crossing the border b/c they want to visit relatives, visit towns or go on vacation can buy an annual vignette which costs less than 100 €. People who only drive once a year through Germany do usually not drive alone. They can buy a 10-days vignette for 10 €, which is not much per capita. Mr. Herrmann agreed, there is absolutely no need for any exception!

Yesterday it took me 8 hours to drive from Cologne - West (Bergheim) to Munich - Pasing via A61, A65 (to avoid a even more congested A5) and A8 from Karlsruhe to Munich.

On Wednesday i took from Munich A9 - A3 to Dusseldorf and it was also a great mess. The A3 between Nurnberg and Wurzburg is maybe one of the most ridiculous stretches in whole Europe if you compare the motorway size and condition to its importance and traffic volume.

So i decided to take back the A61 - A8 tour. But: Endless construction works. Plus why there are so little options to avoid Stuttgart A8 nightmare? I would really love to see another motorway in the future to get somehow from Munich to the West of Germany.

The once-planned A45 would have helped a lot to provide a good alternative that bypasses the urban areas of Stuttgart, Karlsruhe & Heilbronn for long-distance traffic.

But that's off the table now, so they should focus on widening the existing motorways. I do agree that the Stuttgart situation is a bit unfortunate. Although Stuttgart has a reasonable amount of motorways and motorway-like roads, it lacks a good bypass on the north and east. Stuttgart also ranks near or at the top of the TomTom Congestion Index.

A possible alternative is to use A6-A7 via Feuchtwangen. It is longer, but carries less traffic. Although this does not eliminate all problems, for example that bridge on A6 near Heilbronn.

What I'd be interested in is a good reliable link from Saarbrücken to Munich avoiding Stuttgart. It would save me a lot of hours and stress.

You can still see the A45 was originally planned to be extended south from the Seligenstädter Dreieck near Aschaffenburg.
