Not sure about mont blanc, but if I remember correctly Brenner tunnels after Bolzano are limited to 110 because the whole motorway is limited to 110, not just the tunnels.

110 kph is very fast for tunnels anyway.

Speed in tunnels is not a big deal, as long as:
- they are well lit (as they always should be)
- there are no sharp bends or any other hindrances to visibility (in which case the limit should be lower also in open air)
- in case of bad weather, drivers reduce the speed before getting out of them (as any half decent driver should do)

As long as you can see what's going on in front of you, there are no greater risks of accidents than in the rest of the motorway (or even less than in bends and on viaducts).

So 110 in Italy is particularly strange.

:-P

There are improvements going on. Where they revise the tunnel systems, the lighting gets to a modern standard, usually very good.
Not as the Christmas tree depicted a few posts ago, but perfectly fine for driving safety. New tunnels also get all the fancy lights.

Older situations, well, ehm... (IIRC the tunnels south of Chiasso are in terrible conditions).

Still? (noch?)

80kph is the standard limit in (all) new tunnels! A71, A66, A44, A4,...
Somer older tunnels have a higher limit, e.g. the A7 tunnels near Aalen have a limit of 100kph.

Wrong. The Federal Ministry of Transport has not given any reason within the deadline the tender procedure could be canceled. The Baden-Württemberg Ministry of Transport has not stopped the tender procedure, see press release.
The Federal Ministry of Transport has stopped the PPP tender procedure because the final plan approval order for the new Neckar viaduct has not yet been passed, source.

Some bridges are completed but there are no ongoing works because the Federal Ministry must approve the rised costs. The last calculation expected 9.6 million € in 2005. The new calculation expects more than 20 million € because of generally rised construction costs. The works are announced to be completed in late 2016. Source.

The plan approval procedure for the 2+1 widening of the 3.7km section b/n Gengenbach-North and Gengenbach-South began in May 2014.

B300 upgrade b/n Dasing and Aichach

The groundbreaking ceremony of the B300 upgrade north of Augsburg took place last week. The section runs from the A8 interchange Dasing to Aichach, will feature 4 lanes and will be grade-separated after completion. The costs of the 5km section are 22 million €. The current road is an accident black spot, 18 people died there since 2000. The AADT is about 20,500 vehicles/day with a truck share of about 10%. The first stage - the upgrade of the Aichach-West interchange - was already built b/n October 2010 and December 2011 (~1km; OSM; project info). The remaining section has a length of about 4km and is announced to be completed in 2018 (OSM; project info). It's in the corridor of the formerly planned A90 b/n Augsburg and Regensburg.

Press release, news article.
