I see your point but now as we use only one version of this border sign, German together with English kind of make most sense if you look on the map as the vast majority traveling to / through CZ are German speakers Also Festin explained here some more reasons which are true, truck drivers, etc.

Is there a particular reason why it is planned to link D3 up to D0 near Jesenice instead of D1 near Mirošovice? Linking it up to D1 would save some construction cost (shorter distance), and perhaps also result in less environmental impact.

The most relevant reason is that it was decided so and the western project was always more advanced one... So, there's really not an overwhelming particular reason afaik.

Indeed, both variants had(ve) supporters. There was the argument of serving the south of Prague better, relieving D1 that would not cope with the traffic and making a better connection to the Prague's cottage resort. On the other side, the cities alongside I3 could also use a better connection and there are the environment issues of the western variant. And of course than you have the local interests both against and for either variant.

I think the highest Czech first class road is I/25 near Czech-German border in Boží Dar with about 1,080 m and also the I/27 road to the north of Železná Ruda is a bit higher than Červenohorské sedlo.

Expected construction work starts for new motorway sections in the coming months

There are in total 10 competitors in the tender. Eurovia made the best price offer with CZK 933 mln.

The projected costs of this project were estimated at CZK 1,4 mld. All tender offers went under this price tag.

The construction could start in the spring, but first RSD has to chose the winner and no one would have to appeal the decision etc...

The D3 alignment will follow the current I3 alignment, which has been built as half profile future motorway. There are even full profile bridges already, but I am not sure if they will need rebuilding.
The project page was updated in January. There's a TECHNICKÁ PRŮVODKA STAVBY (technical construction schedule) which is indicating that the construction period should be March 2016 to March 2020**:

D3: Sevetin – Borek 10.7km (March 2016 to March 2020) [2nd c/w] – projectmap

**December 2018 was indicated on the project page last summer.

According to its project page (December 2015 version), the construction of a D4 section should begin soon:

D4: north of Lety – north of Cimelice 2.6km (March 2016 to December 2017) – projectmap

According to the January 2016 version of the project page, the construction of a D7 section should begin soon:

D7: Bitozeves – Postoloprty-West 3.8km (April 2016 to October 2017) – projectmap

The same for two D48(/D56) sections (January 2016 version):

D48: Rybi – Rychaltice 11.5km (July 2016 to April 2020) – projectmap

D48: west of Frydek-Mistek-West (D56) – Frydek-Mistek-East 8.6km (July 2016 to January 2020) – projectmap
D56: Frydek-Mistek-Sviadnov – Frydek-Mistek-West (D48) 2.3km (July 2016 to January 2020) – projectmap

Note: All mentioned project page contain additional documents with layout plans.

There are more construction works for new motorway sections which are announced to begin at a later date in 2016.

Well the most dangerous places at D7 are 2 small things, at other places. The very small village of Pisek northwest of slany, and an streetlight for pedestrians next to the airport of prague.

According to the project info (December 2015 version), it's the last out of six D7 sections to be completed... in 2023.

I couldn't find any info about an upgrade.

Edit: I guess D7 could be realigned there with D0 construction which was announced to be completed by 2025.

That's how it looked still under construction. Thx MaKr https://www.zonerama.com/makr/Album/714425

An interesting discussion Prague's traffic year after the tunnel Blanka opening (only in Czech). In fact not much happened.
http://www.auto-mat.cz/2016/03/smysl...po-pul-roce-5/
http://vize25.cz/galerie/

Also to me this seems to be a missed chance, especially looking at Smetanovo Nábřeží (map).

This embankment offers one of the best views in Prague, and imho also in Europe, the Prague's Castle panorama with the Vlatava river underneath. Unfortunately it is full of cars most of the time. It serves similar direction as the Blanka tunnel and it was often discussed how this street would be transformed after Blanka would be opened. Unfortunately nothing happened and it looks still the same, there are no plans either. There's bit less traffic, but no measures were taken to make this people friendly place. It's really pity as most of the tourists in Prague have to cross this street anyway on their way from the Old Town to the Castle.

Year after Blanka opening it still looks like this:

While it could and should look like this:

This is how it looked when closed for car traffic on a weekend in 2013.

That's the result of Prague's failed transport policy in the last 50 years. The city invested billions of eurs into city motorways and got more people into cars as a result. Suburbs are booming while the wider city centre has become less attractive for living because of unregulated cars. Especially young families are fleeing the city into outskirts and suburbs. Car traffic in the whole city increased 3 times in the last 25 years.
