Yes, except Boston metro area is ~6 mln, while Wrocław metro area is ~1 mln population.

OK, let me try now to answer that question.
1. Polish cities' developement in sense of modern architecture and offices was geglected dyring communist era. Believe me or not, there are quite big zones almost in centres of big Polish cities which were dormant from 1945.
2. Wroclaw is ex-German city, so during 1945 it was heavily damaged by Soviet army (similar thing happened to Gdansk which was burnt AFTER it was captured by Soviets). Big parts of such cities were built up with commiblocks or just left without any investment (some of them were converted into green squares like in Wroclaw, another were left untouched as ruins, like Granary Island in Gdansk). After 1989 such plots were subject of real estate extensive speculation with many unfulfilled promises.
3. During foreign investment boom in early 90's there was first wave of skyscrapers built in Warsaw (you know, the capital is always first to invest in ). The wave was few years long and after that there was another few years of stagnation. Market was still too shallow.
4. Second wave was different. Along with offices there were many apartment towers built, b/c Polish middle class was bigger with every year and banks competed with good conditions for mortgage. The wave started again in Warsaw, but came outside of it, as number of people who wanted to live in centre of city (too many cars, too few good streets) in good conditions was considerably bigger than few years ago. Thus other big cities/agglomerations joint the rush for apartment towers (Tricity, Wroclaw, Poznan, Lodz, Katowice) and having nice high tower was case of local ambition, as Polish cities started competition for business and middle class (you know, PR thing).
5. The problem with central cities (Warsaw) and regional centres (Tricity, Wroclaw, Poznan, Lodz, Katowice etc., all being 1-million agglomerations) is always the same: before wave goes to the province, it can die, which in fact is the current situation. Some cities were lucky enough to end their towers before it happened (see: Sea Towers in Gdynia, Tricity), while another were less lucky (Wroclaw).

But even if people withhold their decision to buy a nice apartment in cute tower, the demand for it is unchanged. People just think they will be able to spare some 10-20% b/c developers will have to sell their completed buildings (which can be true only with buildings being almost completed, but if investment just started, developers will chose to hold it for few months rather than sell it for a song). Also demand for office space outside of Warsaw is high and many cities last years had to say "bye bye" to many investors b/c of that, so in spite of financial crisis office premises still will be built, some of them maybe even in form of skyscrapers in cities other than Warsaw (there are signals for that emerging last days, so the crisis will be not excuse; also 4% of expected GDP growth doesn't look like a real crisis, though I don't know how to calculate it against expected inflation).

As far as I know, the tower is now being reprojected. Work is now in progress only on "0" level, but not higher.

So how many floors/month do they plan to finish and which height do they want to reach this year?

it's not going to be 258m tall.

no one really knows, how tall it's going to be. on the polish forum you hear heights of 150 or 180m ...
