Needs better road marking, I think that highway can easily be converted into a fully fledged motorway.

I've seen similar types of road in South America. One key difference there was, however, that there was more distance between the buildings alongside the road and the road itself. Which appears to be a good safety point. And that situation where you see four cars parked alongside the road, that's a definite safety point as well. You really do need a prohibition to stop or park alongside a route like this.

Most of the people there probably do not have planning permission! This is the problems with countries which had no laws in place decades ago when there was time for planning... Kosovo built the expressway from Prishtine to Fushe Kosove with your method as the road through industrial zones... at each side of the expressway there is a 1x2 road for local acess.
