I think we should not focus on how motorways are " regulated", we rather discuss the minimum safety aspects that a motorway should be built on. Something tells me that a motorway with speeds of anything above 100kmh should have a hard shoulder with a 2.5m minimum width. This would especially apply in roads with heavy logistics traffic. I personally think that the A2 with an emergency lane width of about 1.5m should not have a speed limit of anything above 100kmh. People often speed about 20% of speed limits anyway. Imagine the possibility of a head on collision with a broken down lorry crash, the concenquences can be fatal.... especially on a foggy night pile up.

That scenario is even more scary in controlled access no speed limit motorways.

A highway does not mean motorway/autobahn/autostrada, or at least not exclusively, as many people seem to think. A highway can be any major two-lane road.

I know that, that's because I wrote "other documents". Of course it's an agreement between European States not directly involving the European Union. It's just an example and it does have impact on the national laws regarding road construction in the EU.

Could it be that the A5 was planned, designed and decided to be built back in the days when Slovenia wasn't part of the EU? And why do you think Slovenia changed its law that a motorway without hard shoulders aren't allowed any more?

Of course not, but it defines e.g. basic parameters of horizontal and vertical alignment. And this is just one example of many, many, many documents.

Building the section from Kalimash to the border ("around" Kukes) will be part of the concession which the Albanian goverment will grant in January.

Albania needs a motorway from Rrėshen to Milot and I would ideally build a motorway section from Thumanė to Vorė on the SH2. This would complete the full motorway connection of Prishtinė with Tirana and Durres. I think it would save a lot of time and traffic problems in Fushė Krujė and Kamėz for those heading towards Tirana, admittadly it would a lot of investment though.

Hello
Does anyone know the latest condition of the new road from fier to tepelene? Last travelled in July and still had to go via ballsh, which is getting very rough from so much heavy traffic! Even if its not asphalted yet I would prefer to drive on gravel as long as it goes all the way. If it does, where would I pick it up coming from Durres?

Also, does anyone know what weather conditions might be like around 18/19 December on this route, and will the roads be ok? Or would I be better trying the Lake Ohrid route to get to Kakavia? Thanks again

The new road from Fier (or better Levan) to Dames is ready since several months. It seems that the signing in Fier is not yet updated (at least it wasn't several months ago), so just keep on driving through Fier in direction Vlore. Just behind Levan the new road to Dames (Tepelena) starts. Should be signed.

The situation between Dames and Tepelena is unclear. It should have been finished according to the schedule plan, but there are currently no informations about it. So, perhaps there are still works going on. But that should be no problem.

The roads will most likely be ok, the whole terrain is not very high, so snow shouldn't be the problem. But that can't tell anybody for sure. However, the road over Pogradec to Kakavia is much higher, so it would most likely be better to choose the road over Fier.
