Albania and RKS have a virtual border,everything is mutual and turning into reunification of controls.

You need nothing,documents of Albania are valid in RKS and vice versa.Kosovo police can even patrol in Albania's roads with the same powers as Albania's police.

Kosovo and Albania have signed an agreement that their car insurances are valid in both countries. The same might apply for Macedonia and Montenegro but I'm not sure about it.

And of course you are controlled with a foreign car when entering Kosovo from Ksovo and checked for a valid insurance.

That "virtual border" mentioned in the press release applies to freight traffic. They created some kind of common market so one customs declaration is valid in both countries. This doesn't affect identity checks at the border.

And about the picture with the police: Kosovarian and Albanian police make joint controls on Albanian A1 in summer since many Kosovorians drive their to go on holidays and apparently many of them drive too fast. But the controls are always together, Kosovorian police can't act on their own in Albania (and vice versa).

Actually they can act alone and they have done. The whole point of the excercise was to help the Albanian police with the high rate of tourists entering Albania during the summer.... they are not there to assist alongside them but to actually do the same job a the Albanian police would, there would otherwise be no point of the involvement.

It seems that Albanian and Serbian authorities, together, are preparing a project for a motorway connection between Tirana and Nish.

That will ofcourse depend wether the authorities in the Republic of Kosovo are willing to connect their motorway from Besi to the border with Serbia.

Why not! Kosovo imports almost everything from Serbia and you say that is not interested in connecting its motorways?.

Kosovo imports a lot from Serbia. Out of 2.4 billion euro imports, 280 million Euros were from Serbia, which means 11.66%. http://www.telegrafi.com/ekonomi/laj...ga-serbia.html

11.66% is not, as you are saying, almost everything. And, if that 11.66 becomes lower because of nonexistence of the motorway towards Serbia, it is not a problem for Kosovo.

Kosovo needs to increase trade with FYROM and Albania and reduce the economic influence from Serbia. Slowly but surerly the imports coming from Serbia are being replaced by that of Albania and other countries therefore no need for motorway link with the Servs. I would say the R7 only needs to extend to the border town of Podujevė.

In the republic of kosovo enter many smuggled goods from northern part, where the serbian mafia has its activity and runs undisturbed.

Thats the reason Kosovo will not build motorway towards Serbia because this will only ease the illegal imports from the Serbian mafioso groups.

I think illegal imports come from informal border crossings, where the road is narrow and often unpaved. The proposed motorway will feature border controls, just as the existing main road. Anyway, on the Kosovo side it's only 20 km or something, and as far as I know it's a good quality road.
