That was just an agreement with the meaning "Yeah, we want to build that together. Let's see how we get it to work..."

I am interested in the current condition of the road Tirana-Elbasan-Ohrid lake. If you have a video for it, would you please post it here.

Here are 2 videos , which show the whole way , from Tirana to Pogradec ( which lies on the border with Macedonia ) . They are a bit old ( 3 year old videos ) , but nothing significant has changed . Ofc there are works ongoing to finish the Tirana-Elbasan , and the entrance of Pogradec has significantly been upgraded .

There is also a national road ( Qukes - Qafe ploce ) , which is being built with the same parameters as the Levan - Tepelene one , which is going to replace the road shown in the second video . However it is not finished yet , and it is of no use to you yet

What motorways and expressways (superstrade) are currently being built in Albania:

1) A3 Tirana-Elbasan towards Tepelena. Anything south of Elbasan?
2) A2 Bypass of Fier.
3) SH3 Elbasan-Pogradec towards Korca.
4) SH4 Durres-Fier.

1. No. Don't expect anything from Elbasan to Tepelena soon.
2. Yes. Should be in advanced state.
3. SH3 is completed there. But a new road from Qukes to Korca is currently under construction. No idea about the progress. It's the bypass of lake Ohrid / Pogradec.
4. Durres-Fier should be already completed as 2x2 expressway.

Additional:
5. Rruga e Arberit (Tirana - Debar/MK) is somehow under construction. No informations if there's any progress at the moment.
6. There were informations in the past, that SH5 from Kukes to Morina should finally be upgraded to be full 2x2 expressway (building remaining bridges). No informations about any progress or even start of construction.

So A1 is almost fully completed from Durres to Morina with small exceptions regarding the bridges around Kukes?

Is there any preparation with respect to the Ionia-Adriatic motorway part in Albania, let's say from Fushe Milot to Shkoder? I guess it will take the sign A4.

No, there's a gap from Vora (or Tirana) to Thumane and from Fushe Milot to Rreshen. The interchange at Fushe Milot for example is still not finished...

Also the part around Kukes is not motorway standard. It's signed as SH5 not as A1...

No. But the whole Adriatic-Ionian motorway in Albania is in very good condition. It's at least Superstrade, some parts are already 2x2 expressway or motorway.

I think next thing will be upgrade of Rrogozhina - Fier 2x2 expressway to full motorway standard.

What is the reason for these gaps as they are intermediate sections? Probably it has something to do with the big amount of money overall from Durres to Morina.

The emergency-like lane of the Superstrade is in general narrower than usual, what is actually its width?

Building a motorway costs a lot of money... And there are many, many roads who need reconstruction or upgrades. So Albania has to balance that out somehow.

The gaps are not that critical since there are wide streets there to allow overtaking.

I think there's no general answer for that. Depends on the road itself. But I think it's mostly about 1.5 to 2.0 m

Yeah I guess it is not more than 1.5 m. It looks like half of the normal emergency lane of а highway or motorway, which has a width of 2.5 m. Below is given a representation of a highway vs expressway (superstradë) and a view of such an expressway.

On the SH4 Levan-Tepelena

Unfortunately not good news. Works on Fier and Vlora bypass have stopped since february due to a dispute between the main contractor Serenissima and the subcontracting companies. They pretend they haven`t been paid since last october and the matter is now in court. So i would not excpect work to start soon.

Thanks a lot for the reply, indeed not good news. I hope everything works out fine, at least for the future.

This road is the shortest path between Tirana and Skopie, isn't it.
Is the 3km-tunnel in the mountains ready?

Albania is not the worst country with fatal road accidents in Europe. Bosnia and Herzegovina has 2.6 fatal road accidents per 100 000 inhabitants per year more. Road safety in Albania is improving because more safe motorways will replace deadly narrow main roads. Furthermore the government in Albania want to improve fatal road accidents by Better education, tighter enforcement and investments in infrastructure.
http://www.tiranatimes.com/?p=115864
Albania blames poor driving culture for around three-fourths of its fatal traffic accidents, figures released by the Albanian government http://news.xinhuanet.com/english/20..._135362312.htm
Investments in motorways are a certain factor to reduce fatal road accidents on main roads as we can see from the statistics of Spain, Croatia, Slovakia and Poland. Some rich western countries (like Norway without motorways between any big city) can learn from the approach of Albania to tackle the weak points.

Norwegian politician Bård Hoksrud visited Albania and praised the motorway construction in Albania an this is an indirect valuation of improving road safety as well.

According to this video, officials of Ministry of Infrastructure are saying that the motorway will be completed in the end of 2015.

My opinion is that this goal will not be reached. Main trouble in construction of this motorway is (unexpected) big landslides at place Ibë. It seems that now they are considering the change of the route of the motorway.
Is there any news about the expected A3 and A4 opening?
