We have close historical ties with Italy so that's why there's this close connection. Heck, even the new police uniforms are modelled by an italian design firm.

Albania and Italy concluded a maritime border agreement back in 1992. I don't have the detailed map of that agreement but there's a maritime border between both countries.
The closest maritime border points run across the Otranto Strait, 75 km in length.

That's weird. Territorial waters extend 12 nautical miles (22.2 km) from the coastline (so 44.4 km, if we count both, Albania and Italy), while there's more than 70 km between the closest land points between the countries.

Albania and Italy obviously don't have common border. Territory of a coastal state ends 12 nautical miles from the base line (base lane is usually determined as the lowest line of ebb). But there is also so called contiguous zone which ends 24 nautical miles from the base line. Since the Strait of Otranto is quite narrow (45-55 nautical miles) which is in some areas less than 24+24 nautical miles (combined contiguous zones of Italy and Albania) both countries probably had to determine border between their contiguous zones. But, this border cannot be considered national border, because according to international law contiguous zone isn't part of national territory.

Maybe it is like you said, but I just think that the answer is more simple. Albanian Government just don't pay much attention to these "details", so it just copy (maybe with somekind of contract) the Italian one.

i still don't get traffic regulation in those tunnels: it is obvious that it is temporary regulated in one tube 1+1. but why is here traffic flowing in both lanes in the same direction and why are cones in the middle if that is so? also, why is here car entering the tunnel in left lane?

so that lane is actually closed and traffic floats through the tunnel onle at 1 lane with waiting at the tunnel entrance (traffic lights or similar regulation)?

I really thought the border was just divided in half b/w Italy and Albania (at Strait of Otranto).

Too bad, I was kinda hoping Albania would develop it's own, more sophisticated signage... Right now, it's a rip-off of one of Europe's worst signage systems (Italian).
