It referrs to the number of vehicles and influx of people coming into Albania from Kosovo during the month of July 2008 and July 2009.
The figures are staggering as you can see, almost 1/2 million visitors came through the border last month, 10x more than the same time last year. This road made that possible.

I guess it's also convenient for money laundering/steeling because it is never known how many trucks of rock they had to dispose somewhere

I agree, still- it has to be one of the best motorway landscapes in balkan certainly and maybe the eastern Europe.

At the border crossing. It is simple, they know the number of vehicles and people that entered/exited both sides.

not even the best taken shot in the world can describe the beauty of this road ... !

I mean you ve gotta see it for yourself to believe me ! I personally, when i saw these photos in here , had never realized what an unbelievable road this is !

But 3 days ago i went from albania to kosovo for a 2 day trip and i passed through this road ... ! I truly bet this is the best road in europe , and if you think i am crazy or exagerating , then go see it for yourself !
