I wonder why Zhengzhou-Luoyang ICL is designed to only have 200km/h, since ICL like Changjiu has top speed of 250km/h, which also uses ballasted track.

well most of the Intercity lines in Henan Province (aka Zhongyuan Area) only has a designed speed of 160km/h, I think that's partly because there is also some major HSR lines passing through this area, for example, the Zhengzhou-Xi'an PDL, which design speed is 350km/h, also have stations in Zhengzhou & Luoyang

notice the lines between zhengzhou & Luoyang, the red line which extend to Xi'an is the Zhengxi PDL (350km/h ), the yellow line under it is the newly announced Zhengluo Intercity line (200km/h) , starts from Xinzheng airport station to Luoyang Longmen Station via Dengfeng City (where Shaolin Temple located in), the Henan Goverment also planned to built the second Zhengluo Intercity line, which is marked green on the map, via yanshi city, but the plan was rejected by MOR

That makes sense. But I am sure there is space for speed upgrade on ICLs in Henan, as long as the demand keeps growing. Cities like Beijing and Tianjing, or Shanghai and Nanjing, they all have major PDLs connecting them, still their ICLs have designed speed of 350 km/h.

Maybe it is because this proposed ICL is parallel to the conventional line, and MOR thought the conventional line can still do the job at this stage.

The tracks are almost done actually, they're rapidly building the stations as fast as possible so that it can open in mid 2011

CRH380A-6001 (CRH2-380A) at Hangzhou

according to Rumors in CHinese forum, the CRH380A-6001 reaches test speed of 440km/h during it's test run at Jiaoji PDL!
