Zunhua - Pingquan: bandoned railroad construction?

On Google Earth take a look on 125 km long railroad construction between Zunhua (40.150 N; 117.963 E) and Pingquan (40,881 N; 118.624 E). Civil construction works are in about 50% done along the whole line but at least since 2008 nothing has been done, despite seemingly reasonable route choice: it would create east Beijing bypass and would fill over 200 km wide gap in railroad network between Chengde and Qinhuangdao.

When and why it was stopped and never restarted?

Are you referring to Zunxiao line/遵小铁路? Non idea why it stop, web information indicate it should have completed in 2010 according to original plans, so it could be delayed or google maps didn't update in that area.

It is, however, a semi private rail line and first Chinese rail to fund through foreign capital since founding of the people's republic. So it's possible the project don't have strong government backing and private sources has run out of money.

"Asia Energy Logistics Group Limited (..) is pleased to announce that the 25 kilometers of the Zunxiao Railway, from South Zunhua Station (遵化南站) to Santunying Station (三屯營站) commenced temporary operation which took effect from November 21, 2011. (...) The Group is constructing and operating the 121.8 km Zunxiao Railway".

Pictures taken on December 15, 2016 indicate that even this initial segment is now defunct. Further part did not see any construction activity since 2009.

In August 2016 Asia Energy Logistic Group tried to sell this project but potential buyer decided to withdraw from transaction:

In March 2017 AELC published its annual report 2016 with following statement on page 3:
"Despite continuous efforts having been made to expedite the construction progress, based on the latest assessment of the construction progress, the completion date is still uncertain and no revenue would be generated until the construction of the Zunxiao Railway has been completed and the commencement of full operation."

Correction that's 8 tunnels with 180 degree or more turn. I don't have any full working drawings, I guess they'd be a State Secret for at least another fifty years.

The route km are not from the trackside posts, they're interpolated from railway atlas distances of the stations, some of the stations/villages have changed names since the original design plans, and Google Earth is useless for placenames in China. There must be other lines similar to this in south and west China, it's just that I've made a personal fetish of the ChengKun line.

I expected it to look dry and cold. The rainy season does do its job well when arriving in the northwest!

Btw, it is very impressive with which dedication the Chinese keep expanding their network, and that with a high quality on average as well. At the same moment, how painfully silent it is on actual expansion plans in my country then it is always a nice thing to see how the rest of the world but especially China keeps connecting its people. Colonialism? I don't know. Prosperity? Yes of course.

Relieving the pressure on Dutch housing market: we need more apartments and taller apartment buildings, no single-family dwellings anymore!

Prohibit the construction of new single-family dwellings without stacking apartments in Amsterdam (A10), Rotterdam (motorway ring), The Hague, Utrecht (outer ring), Eindhoven (ring), Tilburg (ringbanen) and Groningen (provincial ring)!

And prohibit the use of agricultural land for new dwellings!

Compare high speed trains from the other thread:
Beitun-Altai slow speed line - 21 million RMB/km
250 km/h lines - 70 to 169 million RMB/km (and that was the prior estimates)
350 km/h lines - 94 to 183 million RMB/km (ditto).

According to some sources passenger train service China - Kazakhstan via the border point Altynkol/Khorgos has been opened recently:

Passengers have to change trains at Altynkol. Between Altynkol and Astana a Kazakh Talgo train is operationg the service. A Chinese Urumchi - Altynkol train provides the connection to/from China.

So, what relation, if any, does this line have with the so-called Chengdu-Kunming HSR? The curves in those photos looked like standard 120/160km/hr track. Will we end up with a dual track freight line Chengdu-Panzhihua(-Kunming) plus a PDL?
