Ho-hum, a little opposition to the Century Park TOD for trying to add 5 floors on the main tower to mitigate rising construction costs.
================================================= Opposition likely to Century Park growth plans Jul, 16 2007 - 4:10 PM EDMONTON - Opposition to plans by Procura, to increase the size of apartment towers at Century Park on the old Heritage Mall site, is likely to grow. 630 CHED News was first to tell you that the developer wants to increase the size of the towers by five stories, going from twenty-four to twenty-nine. Councillor Bryan Anderson tells 630 CHED News, he's against the argument that Procura needs the "extra margin" to pay for a couple of extras that are being added to the project. "The Art School & Art Gallery and the Library are two wonderful amenities for the Century Park residents and area residents. Why does the Century Park team need increased density to pay for those? Why isn't the University paying the capital costs? Why isn't the library paying the capital costs?" The original plan for Century Park called for twenty-nine story towers, but that was down scaled to twenty-four because of neighbourhood opposition. (sj, ccg)

ProCura Real Estate Services of Calgary proposes building the $8-million art galley, which would be run by the University of Alberta for art displays and community art classes, and providing a $2-million endowment to fund its operation. In return, it wants to raise the four tallest towers in the Century Park plan from 24 to 29 storeys. Several smaller buildings would also get extra floors. The proposal would restore the original height of the tall towers, which were cut back to 24 storeys in face of community opposition. Communities near the giant project at 111th Street and 23rd Avenue opposed any towers higher than 16 storeys. News that the developer is seeking a zoning change to go to 29 storeys got an immediate rejection from Sandra Crawford, president of the Southwest Area Council which represents communities near Century Park. The first two eight-storey condo buildings on the huge 17-hectare Century Park site are currently being built, and are all sold out. Condos in the first building were sold in one day last fall, with prospective buyers standing in line for hours to buy one. After word of the plans leaked to the media earlier this week, the premier instead confirmed the funding to journalists outside his legislature office, as the festival's kickoff parade entertained families downtown. The Edmonton Clinic is scheduled to open in 2011, near the University and Stollery Children's Hospitals. Billed as a project similar to the world-famous Mayo Clinic in the United Sates, it will house the diagnostic services and day clinics from both hospitals, which Stelmach said will free up space for 140 acute-care beds. The clinic will also become a major training and research centre for the university's health-sciences faculties. Officials from both the university and Capital Health had long expected the extra provincial dollars, which will cover construction inflation and extra costs similar to those experienced by large public projects throughout Alberta. The last publicly released estimate for the building pegged it at $577 million, after the initial $450 million price tag in 2004. The new dollar figure does not include a proposed power plant that would fuel the clinic and nearby buildings, which would have likely pushed the project over the billion-dollar mark. Massive fire in Edmonton. Let's not have these!
![]() Dozens homeless after south-side fire Josh Wingrove , edmontonjournal.com Edmonton -- An early-morning blaze at a south-side construction site has left dozens homeless after tearing through a nearby townhouse. The fire started in a four-storey, 149-unit condo community being built along 119th Street, just north of Ellerslie Road. Strong winds carried the flames to a nearby townhouses. The condos were destroyed, as well as 18 townhouses. Another 76 townhouses were damaged. No injuries were reported. "It looked like an explosion from a movie set," said Alex Srdoc, 30, who was in home with husband Bryan Peters when they heard the sound of the fire. They believe it was lost in the fire, but weren't let near it to see. "I thought the construction guys were out," said Peters, 27. He looked out the window to see siding of the homes next to his was already starting to melt. "I thought to myself, 'Oh, there's a fire. The fire department will come, put it out, and I'll come back to bed," Peters said. "You get outside and feel the heat, and realize you're not going home." Fire crews got a call at 5:18 a.m. but called in more trucks when they saw the smoke over the horizon, Edmonton fire and ambulance spokesperson Nikki Booth said. As many as 28 emergency vehicles responded to the scene. "There was a wall of fire," said Teresa Hardy, 25, who lost her home in the fire. She's lived there for a year and a half. "I was saying, 'maybe it's only burned a bit and that I could get some of my stuff.' Nope," Hardy added. Many of the residents forced out are staying with friends in the new neighbourhood, a mix of condos and detached homes. Many of the families are new to Edmonton. Melanie Reid moved to Edmonton just one month ago with her family, including her five-month-old child. "I heard some people yelling. I looked out my window thinking, 'hey, it's 5 a.m. I've got a baby sleeping in here,'" said Reid, 32. She grabbed her child and ran outside with her family. "I just wanted to get out." An Edmonton Transit bus was brought to the area for residents to wait in, but few did. A condo supervisor was trying to account for all the residents Saturday morning. "Our hearts definitely go out to the families. This is complete devastation," Booth said. Peters and Srdoc remained in good spirits, sitting in front of the bus. The condos all have structure insurance, they said, and they have contents insurance. They said they don't know how to go about putting their life back together. Srdoc is two-months pregnant. "We're healthy, we still have a kid on the way. They're just material things," Peters said. "The worst part of this will be the hassle of trying to replace your life." The fire has drawn attention to Edmonton Fire's campaign to change the city's building codes. Buildings built too closely together with flammable vinyl siding make it easy for a fire to spread, Booth said. "None of these units were here two years ago. If those codes were changed, we wouldn't be facing the devastation we are today," she said. One fire-fighter was treated for heat-exhaustion in the "large, intense fire," Booth said. Edmonton is expanding it's ring road!!! Or at least announcing it has settled the investment funds needed to get it built.
=================== Province announces north Ring Road plans To be built using public-private partnership model edmontonjournal.com Published: July 24, 2007 10:10 am The northern portion of Edmonton's Ring Road project will proceed as a partnership between the government and a yet-to-be-named private company, Premier Ed Stelmach announced today. Under the so-called P3 model, the government will seek a private partner to construct the 21-kilometre northern leg of Anthony Henday Drive, which will stretch from Yellowhead Trail on the west side of the city to the Manning Drive Freeway on the northeast side. The stretch will involve a free-flow traffic pattern with no signal lights including eight interchanges, five flyovers and a total of 27 bridge structures. Linking to this southern section constructed last year, the northern leg of Edmonton's Ring Road will be constructed using a public-private partnership model. Using the P3 process, the road will be constructed at a fixed price, finished two years earlier than through conventional delivery, and include a 30-year warranty, the provincial Infrastructure and Transportation Department said in a news release. The province is not releasing cost estimates is not releasing cost estimates until after the contract is awarded to ensure a fair competitive bidding process. So far, the province has committed more than $800 million towards the southeast and southwest sections of Anthony Henday Drive. The final contract is expected to be awarded by mid 2008, with construction beginning as early as fall 2008 and completed by fall 2011. The government estimate will be sealed and provided to Alberta Justice. It will be opened at the same time as the bids. "This latest addition to the Edmonton ring road will complete almost 90 per cent of Anthony Henday Drive, significantly improving transportation in and around Edmonton," the premier said today in a prepared statement. "When completed, Edmonton's ring road will provide a hub for Alberta's transportation network." Transportation Minister Luke Ouellette said the partnership will result in the project being built quicker and cheaper than if it were done by the government alone. "The success of the Edmonton southeast and Calgary northeast projects have proven that public-private partnerships work - ring roads can be built quickly, safely and at a cost savings for Albertans," he said. The government is also moving ahead with final planning on the remaining nine-kilometre section linking Manning Drive to Yellowhead Trail on the east side of Edmonton. This phase of the project will include a new bridge over the North Saskatchewan River. "Finishing the North Edmonton Ring Road is critical for Edmonton's transportation system and I'm pleased the province is moving forward on this next section," said Edmonton Mayor Stephen Mandel.

While councillors say the move is being made because of time constraints, the result is that council won't have to vote on the three hot issues before election day. Bumped from public hearings in early September until later in the year are: - Strathearn Heights Village in Strathearn, a proposal for four highrise towers plus other buildings in a large development of 1,750 housing units; - the Vision for the Corner proposal at 142nd Street and Stony Plain Road in Glenora, with five condo towers plus townhouses with 285 units; - a Habitat for Humanity proposal to build 23 duplexes plus one accessible bungalow in the Bergman community. A fourth big housing proposal, for 264 seniors' apartments in five four-storey buildings in Hazeldean, may still be heard before the election, city clerk David Edey says. It's the least controversial of the four. Allan Tchida, who is leading community opposition to the Strathearn Heights Village project, sees the delay as good news. "This will definitely buy us some time," he said Wednesday. The community league has started work on drafting rules to guide redevelopment of the older neighbourhood. Tchida hopes the league can prepare a counterproposal to present to council when the project goes to its public hearing for rezoning. Tchida said it's still important for voters to find out where candidates for council stand on putting highrise towers in neighbourhoods like Strathearn. "It should continue to be an election issue," he said. Coun. Michael Phair, whose inner-city Ward 4 contains both the Strathearn and Glenora projects, defends bumping them until after the election. Council is facing more than 80 applications for rezoning, each of which must be considered at a public hearing, he said. There isn't time to hear all of them before council breaks in mid-September for election campaigning, he said, especially the disputed ones where many people will want to speak. Phair, who is not seeking re-election, said this barrage of applications happens before every election -- only more so this year because of the hot economy. "Every developer of consequence who's got anything in the works is trying to push it through," he said. Armin Preiksaitis, spokesman for the Stony Plain Road highrise project, is disappointed that the project has lost its Sept. 5 hearing date. "We were ready to go," Preiksaitis said. In a hot economy with construction workers at a premium, delays cost money, he said. Although Glenora and Grovenor residents still oppose the project, Preiksaitis said the developers have worked through a lot of issues with city planners. The project has been scaled back from 335 to 285 units, and one condo tower has been adjusted up from 18 to 21 storeys, while a 10-storey building will be reduced in height, he said. The planning department has recently advised against putting a hold on the Glenora project, something recommended by a consultant hired by the city to study development issues at that intersection. Cassandra Haraba, president of the Grovenor Community League, said the developers have taken an adversarial stand. Whether the project goes to council before or after the election, she said, "it's going to be a full-blown trial." The Habitat for Humanity project is in the northeast Ward 3, where Coun. Ed Gibbons is seeking re-election. "I've been trying to be fair to both sides, to try and bring them together and try and move them forward," Gibbons said, adding that at the end of the day, he represents community residents. Parking rates in this city have risen steadily in the past year, according to Collier International's seventh annual North American parking survey. The median monthly parking rate in Edmonton soared to $160 in 2007, $20 more than this time last year. The median daily parking rate in Edmonton also rose, from $12 to $14 over the past year. This isn't the Arlington... is it?
================= EDMONTON - A developer is proposing a 23-storey apartment tower on the site where an old house burned 18 months ago. The proposed building with 142 units will be on the 105th Street hill just north of 98th Avenue, leading into downtown. The site is currently a vacant lot where the burned house was, plus two older houses. The proposal for a building 68 metres tall exceeds the 45-metre limit in the downtown Area Redevelopment Plan, said city planner Colton Kirsop in an interview Thursday. Forty-five metres is about 15 storeys. At a recent public meeting, Kirsop said, community members raised issues about the height of the building and a desire for some environmentally friendly features. City planners are now working out details of the proposal with the developer, a numbered company, he said. After that, it will go to city council. Council has shown a willingness recently to waive the 15-storey height limit in the downtown. In May it approved a 20-storey condo tower to replace the burned-out Arlington Apartments on 100th Avenue. sruttan@thejournal.canwest.com
