It is slightly probable that the towers are constructed....

there is a residental building called Torre de Valencia in madris too which is pretty old:

Just visited (Feb 2016) the City of Arts and Sciences in Valencia and there was no signs of construction of the skyscrapers. I think they were cancelled several years ago due to the financial crisis, unfortunately...
