Beautiful pictures! It seems handy to follow rivers, because it isn't a built up area already. Saves you some demolishing work.

Tokyo also has a quite extensive underlying surface street network. Most major streets every few 100m have 4 to 8 lanes, often underneath the elevated expressways.

Yes, the Central Ringroad (Route C2) is currently under construction from Shibuya to the Bayshore Route along the western side of Tokyo. An 11 kilometer tunnel recently opened between Itabashi and Shibuya. See Yamate Tunnel on wikipedia.

It seems that they have stopped building those elevated expressways, which is reasonable, IMO.

Maybe because there's isn't available space anymore. Most current elevated expressways are running over canals or wide streets. There's no space for their pillars on possible routes between Shibuya and Shinagawa.
