COUNCIL chiefs have cleared a final hurdle to allow a dramatic £125million hotel tower to be built in Glasgow.
The 300ft tall Jumeirah Hotel in the International Financial Services District will have 160 rooms and 85 serviced apartments.
Work on the six-star tower, which will be one of Glasgow's tallest buildings, had been delayed due to issues over the ownership of the Argyle Street site.
The lack of progress prompted Glasgow City Council to apply for a compulsory purchase order which has now been granted by a Scottish Government Reporter.
A council spokesman said: "The government have ruled in favour of the council's position on CPO for the site."
Work should start on the building next summer and it could be completed early in 2012.
The landmark tower designed by Ian Simpson Architects has a triple glazed atrium entrance, rooftop bar and healthclub.
Some property owners on the site are thought to have been offered more than £1million for their properties, well above market value.
Pawnbrokers Robert Biggar in Argyle Street is to move across the road from their present site.

Mr Miles said that a number of funding options had been identified - including sources of finance available to from the Government to further skills and education- to develop the hotel, which would be a standalone commercial operation once it is up and running.

The estimated cost of the plan has not been revealed but is likely to be worth several million pounds.

It will be run by a charitable trust and will feature 80 rooms, a bar, two restaurants, a spa, lecture theatre and meeting rooms.

It will have a modern design and will employ around 33 full time professional staff.

The not-for-profit school will be run as a charity with a trading subsidiary by a board including Manchester Hoteliers Association, Manchester College and Manchester council.

MHA members including The Lowry Hotel, The Midland, Malmaison, Marriott, Hilton and Holiday Inn are committed to providing student internships and to send their own staff for training.

And the school will actively support the use of locally sourced food and drink.

Glasgow hotels are beating recession

GLASGOW is one of only two cities in Europe where hotel bookings are up despite the recession.

The city has beat destinations including Barcelona, Amsterdam, Dublin and Paris by attracting more visitors to its hotels this year than last. Edinburgh is the only other European city which has not seen a drop in trade.

Glasgow's hotels have been at 75% occupancy, up 0.5% on last year and behind only London, which boasts the highest room occupancy in Europe at almost 80%.

Room rates are also bucking the economic downturn in Glasgow.

Though the average cost of staying in one of the city's hotels dropped by £1 on last year to £63, the figure is nothing compared with the fall of the prices in cities such as Dublin, which are down more than 17% and Barcelona, which have fallen by more than 15%.

Experts at business advisory firm Deloitte compiled the figures, which cover the period from January until September this year.

They say "staycations" - people choosing to holiday at home - plus the strength of the euro are to blame for drop in hotel bookings across Europe.

Spain has been hit the hardest, due to a lack of tourists from the UK, Germany and France.

Tourism chiefs say Glasgow has continued to attract visitors because of its conventions and events as well as cultural events and shopping.

Scott Taylor, chief executive, of Glasgow City Marketing Bureau, said: "This global report by Deloitte tracks 38,000 hotels and five million rooms worldwide. European hotel occupancy has been on a downward curve since January 2007.

"Glasgow has continued to outperform its competitors.

"Its strong performance is reflected in the level of interest by developers and is the place where smart money chooses to invest."

Alex Kyriakidis of Deloitte, said: "The past year has been one of turbulence for European hoteliers as the economic crisis has taken its toll. Soaring unemployment, the outbreak of the H1N1 influenza virus and the strength of the euro has seriously impacted hotel performance in Europe.

"As many businesses tightened their purse strings on corporate travel - hotels, airlines and tour operators all saw a fall in sales."

Ask Developments has pre-sold two buildings at Knowsley Place in Bury to the local authority to enable work to start on site in the New Year.

The 25,000 sq ft office is pre-let to Six Town Housing and the 115-bed hotel to Whitbread's Premier Inn.

Cllr Bob Bibby, leader of Bury Council, said: "Bury Council has made a strategic decision to acquire the two buildings in phase two of Knowsley Place which will provide a new Premier Inn hotel for the town centre and a brand new office location for Six Town Housing. The acquisition of these buildings into our existing property portfolio is a good investment for the council over the next five years and will bring a much needed hotel to the town centre.

"Buildings one and two of phase one at Knowsley Place are already taking shape and due to be handed over in mid January. They form just one of the many projects underway, which are changing the heart of the town centre to create a brighter, bolder more ambitious Bury."

Bury is set top benefit from the opening of Thornfield's £350m retail and leisure scheme, The Rock, which opens next year. Property Alliance Group also has consent for an office park at Chamberhall on the edge of the town centre.

The first phase of Knowsley Place is currently on site and will deliver an NHS health centre, a 40,000 sq ft office for Bury Council and a new three-storey car park.

David Burkinshaw, director of Ask Developments, said: "The acquisition of phase two by Bury Council is great news for the development. That all four buildings in phases one and two are pre-let is demonstrative of the scheme's quality and location, and when complete, Knowsley Place will provide Bury with a vibrant new commercial centre. We're now looking forward to progressing with the final phase of office and residential accommodation at the development."

Phase two of Knowsley Place is set to be completed in April 2011.

SITE AND DESCRIPTION

The application site comprises the Savoy Centre which is located within the City Centre and occupies the street
block bounded by Hope Street, Renfrew Street and Sauchiehall Street. The Royal Scottish Academy of Music
and Drama (RSAMD) and the Theatre Royal are located to the north with the Glasgow School of Art located
further to the west. The application site is located just outwith the Central Conservation Area boundary. The
building comprises a 1970s indoor retail market with ancillary office accommodation. It is predominantly of 4
storeys with a central, tower section rising up 13 storeys (known as the Savoy Office Tower). This office
building is currently undergoing internal refurbishment and is largely unoccupied. The existing centre is
accessed via Sauchiehall Street and the existing pedestrian footbridge on Renfrew Street, the latter providing
access to the first floor level of the Centre. The proposed development is inclusive of the demolition of the north
eastern part of the Centre and the construction of a 32-storey, vertically integrated hotel and office building, the
formation of an additional two floors of office accommodation on the existing office tower, remodelling of the
Centre’s principal elevations, internal refurbishment of the Centre, removal of the pedestrian footbridge on
Renfrew Street and the creation of a new ‘civic’ public space in front of the Royal Scottish Academy of Music
and Drama.
The applicant PBN Holdings acquired the Savoy Centre in February 2007 for £50 million, with a view to
improving the design, operation and commercial viability of the centre. It is advised that the applicant has a
track record in the acquisition of dated 1960’s - 70’s retail centres and investing in their physical and commercial
improvement. The existing 1970s Savoy Centre is considered to be commercially inflexible and aesthetically
tired/distressed. The ground and first floors are occupied by the discount store ‘In Shops’, which has leased the
space to a number of small retailers, selling a variety of goods from stationary to furniture. Most of the traders
are on short term leases, however, it is advised that ’In Shops’ has in the region of 20 years unexpired lease
remaining


PLANNING HISTORY.

With regard to the historical development of the site, the Savoy Centre was constructed as a warehouse in 1891
and converted to a cinema, ‘The Picture House’ in 1910. The cinema was renamed ‘The Gaumont’ in 1947 and
later closed in 1972. The building was demolished with only the category ‘B’ listed, ornate red sandstone
façade fronting Sauchiehall Street being retained. The site was redeveloped and opened as an indoor retail
market in the mid 1970’s.A Screening Opinion was lodged in March 2009 to establish whether an Environmental Impact Assessment
would require to be submitted with the proposed planning application. The application subjects are not located
within a ‘sensitive area’, as defined under the regulations, and do not form part of any regional or local
environmental designation identified under the adopted City Plan or the emerging City Plan 2. The site area
does not exceed the threshold of 0.5 hectares which would potentially trigger the submission of an
Environmental Impact Assessment.

PROPOSAL

The proposed development comprises four distinct elements:
1. The demolition of the north east corner of the existing Savoy Centre and the reconstruction of a new 32-
storey, vertically integrated hotel and office tower. The first 15 floors of the tower rests on a 3-storey
plinth and will accommodate the proposed hotel, with the remaining 14 storeys providing office floorspace
and a restaurant.
2. The formation of an additional 2 storeys of accommodation on the existing Savoy Office tower, increasing
its height to from 13 to 15 storeys and the complete remodelling of its existing elevations in the same
glazed cladding system that is proposed for the principal tower element.
3. The complete refurbishment of the internal shopping mall, installation of a new canopy on the
Sauchiehall Street ‘B’ listed façade entrance and the remodelling of the Renfrew Street and Hope Street
elevations which wrap around the base of the hotel/office tower, presenting a 2-storey glazed frontage to
the corner of Hope Street, wrapping around onto Renfrew Street. The upper third storey, likewise will
have glazed elements, wrapped in copper and providing a more active, animated and interesting frontage
to Hope Street and Renfrew Street.
4. Public realm improvements which are inclusive of:
- the removal of the existing pedestrian footbridge, spanning Renfrew Street which is visually
displeasing and non DDA compliant;
- high quality public realm improvements around the perimeter of the development and extending into the
threshold areas of the hotel, office and commercial units which will redefine the ground level of
Renfrew Street and Hope Street. Also, the applicant will invest in the formation of a rejuvenated civic
space on the north side of Renfrew Street, immediately alongside the Royal Academy of Music and
Drama. Full details will be submitted for further approval and financially secured through the completion
of a Section 75 Legal Agreement.
In terms of material, the new tower and the remodelled, existing Savoy office tower will be fully clad in a high
quality glazed system. The glazed panels will be in varying green tones. A stronger coloured, chequerboard
glazed system will redefine and encase the stair cores as they rise through both buildings. The towers will
visually connect as they rest on the 3-storey plinth. Metal spandrel panels, incorporating glazed ventilation
louvers break through the north and south elevations.
The tower element is set back from the podium, as a device to prevent extreme downdraft on to footways, this
also helps to diminish its visual impact at ground level. The preliminary finding of the Wind Assessment
revealed severe downdraft on the Hope Street elevation. The building design has been altered to mitigate
against this.
The external finishes used are intended to make a statement as much to respond to the wind effects. Copper cladding
on the podium level complements the surrounding buildings and offers distinction at ground level. Light coloured glass
panels are used to define the upper floors with seamless curtain walling on the panoramic rooftop restaurant.
The existing basement level service yard is accessed off Hope Street and includes a nominal 4 car parking
spaces. The opening hours of the service yard are 6 am to 6 pm and access is controlled by security personnel.
The retail floorspace is located on the ground floor of the existing tower and shares the Renfrew Street /
Hope Street frontage with offices and hotel lobbies.

The hotel lobby and new office accommodation is accessed off Renfrew Street opposite the proposed bus drop
off on the northern side of Renfrew Street.
In addition to the required standard public realm improvements, a comprehensive public realm enhancement
programme for the north and south sides of Renfrew Street is proposed. The aspiration is to create a new ‘civic’
space between the RSAMD and the redeveloped Savoy Centre.
The applicant predicts the creation of 900 jobs on completion of the proposed development (200 hotel, 650
office and 90 restaurant positions). The overall investment value is estimated at £30 million.
Accommodation Schedule
Basement Level (accessed from Hope Street): substation, loading bays, plant and four car parking spaces.

Ground Level: retail units extending from Sauchiehall Street entrance and mall,
through to Renfrew Street, hotel reception (accessed off
Renfrew Street), access to remodelled Savoy office tower, access
to new tower office lobby, bar (accessed from Hope Street).

First Floor Level: retail units and restaurant within refurbished Savoy shopping
mall, business/leisure suites within new hotel.

Second Floor Level: existing office space within Savoy Centre, leisure space,
gymnasium, entertainment room, office space and toilets within
new Savoy tower.

Third Floor Level: existing office space within Savoy Centre, 17 hotel bedrooms.

Fourth - Fifteenth Floor Level: Hotel Accommodation. 17 bedrooms/floor.
Sixteenth Floor Level: Restaurant.

Seventeenth Floor Level: Restaurant mezzanine.

Eighteenth Floor Level: office space, mechanical room.

Nineteenth – Thirty-first Floor Level office floors.

Thirty-second Floor: restaurant.

The hotel and leisure industries seem to have been more robust than others and we have had success in winning work here with a £9m contract for Holiday Inn Express in Manchester underway and negotiations with other hoteliers looking to come into the area are ongoing.

Liverpool-based architects Falconer Chester Hall has designed the hotel which will operate under the Days Inn brand of the Wyndham Hotel Group.

In a busy week for Liverpool's hotel market, a £14m hotel designed by Falconer Chester Hall has been approved by Liverpool City Council.

The 151-bed four-star luxury boutique hotel on Chapel Street will be developed by Simon Matthews-Williams' Sanguine Hospitality under the InterContinental Group's Hotel Indigo brand.

The £55m Hilton Liverpool opened on Tuesday and on Monday Benmore said it plans to build a new hotel on Dale Street.

The city has maintained hotel occupancy levels of 77% this year despite the recession and expanding capacity. The Capital of Culture year in 2008 saw 82% occupancy levels.

The Indigo hotel will be built on an infill site between Yorkshire House on Chapel Street and 1 Old Hall Street, home of Liverpool Chamber of Commerce.

Northern Ireland-based developer Benmore Group has submitted a planning application for a 122-bedroom hotel, car park and shops on a partly derelict site in Dale Street.

The £10m project could begin on site in spring 2010 with the hotel operational in summer 2011.

Benmore plans to retain and renovate the historic façade of the Pioneer Buildings, which is not listed but is in Castle Street conservation area and Liverpool's Unesco World Heritage Site.

Ground floor shops facing Dale Street would sit below the hotel and a 300-space car park would be created to the rear.

Benmore has secured an international operator for the hotel subject to gaining planning consent.

Jury’s Inn (Lancefield Street)




Planning permission has been approved for the erection of a 9 storey, 230 bedroom hotel. The new Jurys Inn development will be located on Lancefield Street, on the north banks of the Clyde and next to the SECC.

It is anticipated that the hotel will open late 2010 / early 2011.
