However, the project that is getting the most public attention is Quill 15 in Jalan Sultan Ismail. Formerly known as Vision City, the project was originally developed by RHB Daewoo Sdn Bhd, a subsidiary of Rashid Hussain Bhd, and had been abandoned for a number of years.


In 2007, Quill Retail Malls Sdn Bhd, a subsidiary of Quill Group, acquired a portion of the uncompleted project, measuring 7.1 acres, for RM430 million. The acquisition included the pre-approved development order for a retail centre, an office tower and a block of serviced apartments.


Low calls Quill 15 a future city within a city that can sustain its population and economic activities because of its strategic location.


“When Quill 15 was conceived some 15 years ago under the Vision City concept, it was to be a premier mall designed to meet the shopping trends at the time. Now, it has been given a contemporary design in line with current lifestyle trends, catering for the middle-upper market segment,” she explains.

Positioned as a vibrant and hip destination with entertainment and F&B companies dominating the tenant mix, the idea behind Quill 15 is to provide consumers with a new and exciting shopping experience that cannot be found at Suria KLCC, Pavilion KL and the like, she adds.


Low notes that for any mall to succeed, it must cater for the market segment that frequents the place. In this case, it appears to be the middle-upper segment that favours lifestyle, F&B and entertainment outlets.

Quill 15 comprises a six-level retail mall with an NLA of 763,725 sq ft, a 36-storey residential tower of 548,165 sq ft and a 40-storey office building with an NLA of 644,882 sq ft.


Low is confident that the office tower will fare well despite the current soft office market in Kuala Lumpur, thanks to its location, visibility and amenities. She is also not worried about the oversupply of apartments in the city centre.


“The smaller units and SoHos are selling well. The lifestyle of the younger generation is such that they only need a small unit to sleep in while they work and chill out in the mall. In this sense, the mall’s amenities have an advantage over other residential properties in the offing,” she reasons.
The construction of the office tower will depend on timing, but it is expected to be completed in 2016 when the present cycle of oversupply has come to an end.
All three developments will be green-certified.

Oh yes, finally that long-abandoned Vision City will be reconstructed... Such a great location on Sultan Ismail and with the Monorail station of the same name at its doorstep, I wonder why the previous developer never got to complete it?

If this one can see resumption of work, what about that rather messy Plaza Rakyat? That's an even bigger eyesore with ten times the size of Vision City!

Ritz-Carlton mall? where is that? were u referring to the Ritz-Carlton residences (in front of Renaissance)? Never thought it would be a mall.

Initially it was planned for a mall. But now i believe they will still have some F&B outlets or retails outlet inside there. The podium/ mezannin area is huge...dun tell me the Bangkok Bank want to use up all the space..lol...

Else they can link to the hotels cluster around there..

In fact there is no nice mall along Jalan Sultan Ismail except that Maju Junction.

And this vision city is actuall half complete back in 2009. They just need to "touch up"m, renovate, clad with reflective glass and install the super bright led/neon lights. Once completed, i'm wondering what name they will give to this mall?

And i believe this mall will actually look newer and nicer than the existing Pavilion mall. Then that time Pavilion has to compete with major face-lift.

That area is in need for something like this to happen for years somehow nothing much seem to be happening there!May be its the chow kit @kampung baru proximity ha!

Vision City was bought over by Quill Group from RHB Group.

Quill Group had responded in an email that work will commence this year bu did not specify a date.

The group estimated that Phase One of the construction will be completed within two years once work starts.

Quill Group said it is in the midst of a rebranding and repositioning exercise.

Therefore, plans for Vision City, a shopping mall project which is 80 per cent completed before it was halted, have been affected.

To beef up security, it said, a full-time maintenance team has been deployed at the construction site.

Quill Group plans to have an integrated development in the future with an upscale shopping mall, residential and office components

They have been saying the same since ages.

Now I still don't see any maintenance? If you see clearly, the building is really "rotten".

that mall condition look same like in 1997 where i work at AKLEH site (JlnSltnIsmail) when everyday i use that road and at that time this project are among the biggest in KL.
