We have winter tires obligatory.
Last year we got 30 cm of wet snow in one afternoon in the end of March. Imagine road chaos, because most cars were already on summer tires. Most motorways were completely blocked for whole night.

The problem is that we in the Netherlands (and especially in the Randstad) are not used to snow. So we get the same situation with 10 cm as you have with 30 cm.

How is it possible to remove snow when it is severely snowing? They would have to do it every 10 minutes.

It is all the same they have obligation to clan it. At least it should be like that maybe in Estonia is not like that.

When it snows that heavily, you can clean whatever you want, but five minutes later it's full again. And regarding the limited traffic on that road, it just doesn't pay off.

Every country has its own standards. For example in Poland for main roads it is(in theory) up to 30 min AFTER it stopped snowing for the road to be black again.

In practise it is that only A and S roads (toll ones esp.) live up to this. In other cases it is a bit longer.

More to topic. I don't really think it will acceptable to put signs in Cyrillic characters in Baltics because there's no way any Baltic government would allow that. Even if you look at Lithuania, you would see that all names of Byelorussian and Russian(Kaliningrad region) cities/towns are written only with Latinic characters!

Of course we clean the roads. If we didn't clean our roads the road in that video would be covered with 20cm of snow. It's nearly impossible to keep roads totally free of snow during snowstorms. All the snow plows in Estonia were working that day. Seems like you haven't seen real winter.

Who said we wait until the snow stops? The snowstorm lasted for almost 2 days and during that all of the snow plows were working round the clock.
