Generally speaking, a "highway" can mean any public road, usually the ones that serve intercity traffic. The term "motorway" is more exclusive and refers to multi-lane divided roads with grade-separated interchanges. However, many people think the term "highway" exclusively applies to motorway(like) roads. In Pakistan these are called motorways, in India they are called expressways (like much of Asia).

Highways = lower quality, not necessarily access controlled

Motorways = High quality, Always access controlled

Speaking of highways versus motorways...

In addition to its impressive motorways, Pakistan also has the N-5, which extends from Karachi via Lahore, Rawalpindi and Islamabad to Peshawar, partly along the route of the ancient Grand Trunk Road. According to Wikipedia (and my Googlesurfing:

"A huge upgrade took place on these routes in mid-1990s and N-5 was converted into a 4 lane, 1819 km long highway. N-5 is now Pakistan's longest and most important highway."

Most of the highway looks like dualized legacy roads, but there are quite a few bypasses and other relocated sections, too. It has a median to discourage use by local traffic, sometimes narrow and curbed, sometimes wider and grassed. There are a few missing links, especially around Multan. But it's still pretty impressive.

Most interesting to me, the new motorways avoid the N-5 corridor, so the N-5 will retain its usefulness even when the motorway system is complete.

Many maps indicate M8 (Larkana - Gwadar) in southwestern Pakistan to be a motorway. However, recent Google Earth Imagery does not confirm this. While it seems to be a fairly modern road at times (straight alignments) it is two-lane throughout and some 2009 imagery in central Baluchistan even indicate sections are not paved. Gwadar is an extremely remote place by Pakistan standards. Along the entire 750 km-or so length of M8 there are no towns of any significance other than at both terminuses.

they have plans to make it into a proper motorway.. they need more funds n time to do it i guess..

What Lahore needs more than anything is an underground railway system. The city centre is incredibly congested.

Highway investment is good, but new roads attract more cars. Lahore definitely needs huge investment in public transport.

As far as that goes, the M9 from Karachi to Hyderabad isn't a real motorway once it leaves the environs of Karachi. It's 2x2, but with no interchanges until the one at the N55 near Hyderabad and quite a bit of development abutting it. And, oddly, while an east-west bypass of Hyderabad connecting to the N5 at its eastern end was constructed, it's not a motorway, and the N5 still uses the old route.

In terms of "motorway" quality, the contrast between the north and south of Pakistan is pretty stark.
