ISLAMABAD, Pakistan: National Highway Authority (NHA) is planning to build 174 kilometre Muzaffarabad- Mirpur- Mangla (MMM) expressway which would cost Rs 168 billion. An official of the NHA said Thursday that the present government was committed to provide modern road facilities to all parts of the country including Azad Jammu and Kashmir.

He said that MMM expressway would start from Dina on the Grand Trunk Road (N-5) and passing from Mirpur, Kalar Syedan, Kotli Sattian and Dhirkot will end at Muzaffarabad. It will have 81 bridges and four tunnels. Its alignment was approved in September 2015, he said.

He said that extension of Islamabad-Muzaffarabad Dual Carriageway (IMDC) from Lower Topa to Kohala through a new virgin alignment via Chijana which will connect the proposed alignment of Mirpur-Mangla-Muzaffarabad (MMM) at Sari Bandi is under consideration.

He said that construction work on two schemes are being planned to commence soon subject to availability of requisite funds.

Work on 392 kilometres long Multan-Sukkur motorway would begin next month under a Rs 294 billion project, as part of 1,156 kilometre-long mega project of Karachi-Lahore Motorway.

This was stated by senior NHA officials in a detailed briefing to Federal Communications Secretary Khalid Masud Chaudhry on his maiden visit to Multan on Thursday. The groundbreaking ceremony of the project is expected to take place on April 6 in Sukkur.

NHA South General Manager Zulfiqar Ali Janjua, Karachi-Lahore Motorway Member Mansoor Ahmad Sarohi and Multan-Sukkur Motorway GM Abdul Latif Mahesar gave briefing to the federal communications secretary.

The NHA South GM said that tenders for the project had already been issued and it would be completed in three years, adding that funding would come from EXIM bank China as soft term loan.

He said that Multan-Sukkur motorway would begin from Naag Shah Chowk in Multan and conclude at Sukkur after passing through Shujabad, Jalalpur Pirwala, Ahmedpur East, Liaquatpur, Khanpur, Rahimyar Khan, Sadiqabad, Ghotki and Rohri. The 268 kilometre long segment of the motorway would run through Punjab and remaining 126 kilometres in Sindh, he added.

Zulfiqar Janjua said that a sum of Rs 15,535 million had already been transferred to NHA for land acquisition. Federal Communication Secretary Khalid Masud Chaudhry said that the execution of mega communications project would usher in a new era of economic development and prosperity in southern part of Punjab. He said the government was paying special attention to upgrading communication infrastructure in underdeveloped areas.

CPEC Western Route

The government cleared on Wednesday construction of the 285-kilometre long western route of the China-Pakistan Economic Corridor (CPEC).

The Central Development Working Party (CDWP) cleared the Hakla-Dera Ismail Khan four-lane expressway at an estimated cost of Rs129.8 billion, which will link the undeveloped areas of Punjab and Khyber-Pakhtunkhwa with the CPEC road network.
The CDWP also approved another project at a cost of Rs13.6 billion to acquire land for construction of this western route.

Both the projects will now be placed before the Executive Committee of the National Economic Council (Ecnec) for final approval. The CDWP has the mandate to approve projects worth up to Rs3 billion and recommends higher cost schemes for the final approval of Ecnec.

Headed by Planning Minister Ahsan Iqbal, the CDWP sanctioned Rs218.2 billion worth of development projects, including seven projects worth Rs203.5 billion which were referred to Ecnec.

An APC had recommended that the government give priority to the western route of CPEC, which passes through some of the hinterlands of the country and can help address the issue of poverty in these areas.
The Hakla-Dera Ismail Khan road will be completed by June 2018 and work is expected to begin by the middle of this year. The proposed motorway will be built as a controlled access facility and includes provision of 11 interchanges, 19 flyovers, 15 bridges, 74 underpasses, 259 culverts and three major bridges.
The new proposed road network will facilitate the traffic in backward areas of Punjab and K-P. The proposed alignment will start near Hakla on M-1 motorway and after traversing through Fatehjang, Pindigheb, Tarap, Daudkhel, Mianwali, Isa Khel, Kundal, Rehmani Khel, Abdul Khel, Paniala and will end near Yarik on N-55.

NHA chairman asks for early completion of Lyari Expressway

ISLAMABAD - Chairman National Highway Authority (NHA) Shahid Ashraf Tarar has directed the relevant officials for timely completion of the work on Lyari Expressway and Kalat-Quetta-Chaman highway (N-25) so that people could start reaping their benefits.
He was addressing a high-level meeting held at the NHA Headquarters yesterday where progress on various under construction projects in Balochistan and Sindh provinces was reviewed. The chairman said that heavy amounts were required for maintenance of existing road network and building of new roads and therefore, asked for a judicious use of available resources.
Yousuf Barakzai, Member (West Zone) informed the meeting that over 98 per cent work on Kolpur Bypass was completed and it was expected to open for traffic after completion soon at a cost of Rs852 million. It was told that Kalat-Quetta-Chaman highway (247 km) was also near completion with over 90 per cent progress. The chairman directed the concerned staff to get the remaining work done by June 30, 2016 and said no further delay would be allowed. The meeting also discussed progress on Yakmuch-Kharan and Aab-e-Gum-Sangam road projects. It was told that work on three packages of 151 km Khuzdar-Shahdadkot Section was in full swing for which. Rs2,800 million were allocated in the current fiscal year.
Similarly, Surab-Basima-Nag-Panjgur-Hoshab highway was being completed in four sections with an average progress of 60 per cent. The chairman directed the staff to come up with a comprehensive plan for establishing service areas along this highway for travelers, and the weigh stations so that the road could be saved against damages by over-loading.
Member (South Zone) Imran Khan Yusufzai briefed the meeting about projects under his jurisdiction. He informed that all necessary resources were in place for completion of remaining work on the Lyari Expressway.
He expressed the hope that 38.8km long Expressway would be completed by the year end at a cost of Rs4892 million. The chairman NHA directed him to ensure project’s in time completion.
It was told that work on protection bund at Qazi Ahmed Aamri Bridge will be completed by August 2016. Larkana-Mohenjodaro, Lakhi-Nauderio-Larkana and Ratodero-Naudero projects were duly completed whereas work was in full swing on Karachi-Hyderabad Motorway (M-9). Various matters related to Karachi Northern Bypass, Gharo-Keti Bunder Coastal road, Kamber-Shahdadkot road and Sehwan-Ratodero projects also came under discussion.

The Prime Minister said that the network of Motorways being spread across the country will complement the regional connectivity initiative; speed up development process across the country; increase the economic growth of Pakistan and result in the generation of employment opportunities across the country.
All these efforts are directed towards realising our development and reform agenda which revolves around the progress and prosperity of the people of Pakistan, said the Prime Minister. Our endeavours have significantly raised the standard of living of the masses. Pakistan is different now from what it used to be three years ago, the Prime Minister stated. The years ahead will witness a more progressive and developed Pakistan through our sincere and concerted efforts, Prime Minister concluded.—SABAH
