ADB approves $100m loan for M-4 motorway


ISLAMABAD: The Asian Development Bank (ADB) will loan $100 million to Pakistan for the construction of the Gojra-Shorkot section of the M4 motorway.

The board of directors of the Manila-based lending agency approved the loan on Friday, marking its first co-financing venture with the newly established Asian Infrastructure Investment Bank (AIIB), which will provide another $100 million for the project. The AIIB board will decide on the loan later this month.

Britain’s Department for International Development (DFID) has also committed a $34 million grant for the project. The ADB will act as the lead financier and administer both the AIIB loan and the DFID grant.

“This is a historic milestone for ADB and AIIB as we jointly aim to meet the pressing infrastructure needs in Asia and Pacific region,” said ADB President Takehiko Nakao after the approval of the loan by the Board of Directors of the Manila-based lending agency.

He said that the project has strategic value to Pakistan as it supports north-south connectivity, new trade, and business opportunities, which will boost jobs and cut poverty. The project is also an integral part of the Central Asia Regional Economic Cooperation (CAREC) corridors.

The ADB and the AIIB have been preparing projects for co-financing since last year. Nakao and AIIB President Liqun Jin signed a memorandum of understanding for collaboration at the time of ADB’s annual meeting in Frankfurt, Germany, in early May.

The project constitutes a key part of the 1,800-kilometre CAREC transport corridor linking Karachi in the south, to major primary production and population centres, including Lahore, Faisalabad, Islamabad and Peshawar, and on to Torkham on the northern border with Afghanistan.

The M-4 Motorway will have four sections. The 58-kilometre Faisalabad-Gojra section has been opened for traffic. The project was completed by borrowing $170 million from the ADB. The Gojra-Shorkot section will be completed by November next year, the NHA chairman told diplomats on Thursday while briefing them on Pakistan’s infrastructure plans.


Once the M-4 is completed, it will link southern parts of Punjab with the north through already established networks of motorways. The M-4 Motorway will extend the already completed M-1, M-2 and M-3 motorways southward and shorten the distance between Multan and the twin cities of Islamabad-Rawalpindi.

Upon completion, the M-4 Motorway will provide a four-lane access controlled alternative to the existing narrow and congested routes notably in the heavily trafficked Faisalabad and Khanewal-Multan-Muzaffargrah areas.

M-4 is also a step towards positioning Pakistan as a transit artery for goods moving between Karachi and Torkham through the country’s major business and population centres.

5. M-5 (Multan-Sukkur) --- 6-lane --- 393Km --- Opening in May 2019

6. M-3 (Lahore-Abdul-Hakeem) --- 6-lane --- 230km --- Opening in June 2018

7. DI Khan-Hakla Motorway --- 4-lane --- 285km --- Opening in first quarter of 2018



8. Lahore-Sialkot Motorway --- 6-lane --- 130km (FWO_BOT Basis)

NHA is ready to start work on it any time. LOC has been issued to FWO. They are just waiting for PM arrival to perform Ground Breaking Ceremony. NHA chairman has given 1st week of July Date for this.

Except all this PM has given directives to NHA to Convert DI Khan to Quetta (Western Route of CPEC) road into a motorway in next 5 years. NHA has started feasibility study on this. Report will be out by end of 2016.

Eastern alignment of CPEC: CDWP clears Rs34b Burhan Havelian expressway

ISLAMABAD: The government on Friday cleared the Burhan-Havelian road to complete a missing link on the eastern alignment of China-Pakistan Economic Corridor at a cost of over Rs34 billion, while also giving the green light to a Rs202 million scheme for renovating the sprawling Prime Minister’s Office.

The Central Development Working Party (CDWP) sanctioned 13 development projects worth Rs91 billion including seven development projects that will be now placed before the Executive Committee of National Economic Council (Ecnec) for final approval.

The CDWP has the authority to approve up to Rs3 billion projects while schemes costing more are placed before the Ecnec for final approval.

Among significant projects were the construction of 59.1km-long Burhan-Havelian road, which is an important juncture on eastern alignment of the CPEC, and renovation of PM’s Office at a cost of Rs202.3 million. The amount is in addition to the Rs881 million budget the PM’s Office will get to meet expenses during fiscal year 2016-17.


Expressway

Headed by Planning and Development Minister Ahsan Iqbal, the CDWP cleared projects in the energy, water resources, transport and communication and physical planning and housing.

The CDWP cleared Rs34.4 billion worth of Burhan-Havelian Expressway project for the final approval of the ECNEC. It includes construction of five interchanges, 40 bridges, 18 vehicular and pedestrian underpasses, culverts, retaining walls, cross drainage and erosion works with allied facilities for six-lane road.

The Asian Development Bank (ADB) and the Department for International Development (DFID) of the United Kingdom will co-finance the project. The UK’s $121.6 million grant will lessen Pakistan’s debt obligations by the same amount.

Other infrastructure

The CDWP approved 220 KV Mirpur Khas substation along with associated transmission lines at the cost of Rs4.2 billion, 220 KV Dera Ismail Khan-Zhob double circuit transmission along with 220 KV Zhob substation at the cost of Rs6.6 billion and seventh Secondary Transmission Line & Grid Stations valuing Rs20.7 billion. A 500 KV transmission line at the cost of Rs5.2 billion was also approved. The four energy projects recommended to Ecnec envisages strengthening transmission and distribution system, improving voltage profile, system reliability and efficiency in the power sector.

The CDWP approved a project for land acquisition, compensation and relocation of utilities for construction of Lahore-Sialkot Motorway at the cost of Rs6.4 billion. Prime Minister Nawaz Sharif is expected to inaugurate the Lahore-Sialkot motorway after his return from the United Kingdom.

The CDWP also cleared another project for land acquisition, affected properties and relocation of utilities for construction of six lane highway way from Kalashah Kaku to Lahore Ring Road including bridge over River Ravi at the cost of Rs10.8 billion.

It also approved construction of pre-stress bridge from Mangri to Fatehpur Afghan Nullah Bahein Narowal at the cost of almost Rs811 million.

In water resource and environment sector, the CDWP approved construction of 100 dams in Tehsil Dubandal Gulistan Killa Abdullah and Chaman Area District Killa Abdullah at the cost of Rs1.6 billion. It aims to harness rainwater for cultivation of 25,000 acres of agriculture land and will also help improve water table by recharging groundwater in the district.

The CDWP approved acquisition of 4.17 acres land for construction of session-Division East at Mauve Road Sector G 11/4 at the cost of almost Rs194 million and acquisition of 3.2 acres of land for extension of Islamabad High Court Building at Islamabad at the cost of Rs69.9 million.

In governance sector, the CDWP approved position paper of Young Development Fellowship Programme project and support and monitoring of High Impact New Initiatives (HINI) of Vision-2025 project of Ministry of Planning and Development.

UK to support new motorway construction

The United Kingdom’s Department for International Development (DFID) on Monday signed an agreement with the Government of Pakistan for a $34 million grant to build the remaining 64-kilometre section of the motorway (M-4) connecting Shorkot and Khanewal in Punjab province.

The Asian Development Bank (ADB) will administer the UK’s grant and the additional $100 million loan by the Asian Infrastructure Investment Bank (AIIB).

The agreement was signed between Economic Affairs Secretary Tariq Bajwa and the ADB Country Director for Pakistan, Werner Liepach, in a ceremony attended by Finance Minister Ishaq Dar, ADB Vice President Wencai Zhang and the UK’s Department for International Development (DFID) Head Joanna Reid.

Speaking at the signing ceremony, Reid said: “DFID and ADB are supporting the government of Pakistan to create regional connectivity, economic growth and stability in Pakistan. The agreement signed today is an important step in this direction.”

“The UK’s collaboration will support Pakistan to improve road safety and to create an environment that will transform roads into economic corridors.

This partnership will not only help Pakistan promote and expand trade with regional partners, but also to create more jobs and sustainable livelihoods”, she said.

Reid further said, “This partnership is a unique moment, as this will be one of the very first AIIB investments as a new institution.

The UK is supporting the Government of Pakistan three times over through this project – as an investor in the ADB, as an investor in the AIIB and through a grant directly from DFID.”


The ADB will administer both the DFID grant and the AIIB loan to assist Pakistan to upgrade key sections of primary north-south highways and motorways through its transport sector projects.

This project is part of a 1,800 kilometres Central Asia Regional Economic Cooperation (CAREC) transport corridor.

Once completed, the transport project will
help substantially cut travel time between Karachi and Peshawar and link up Pakistan with the
Central Asian countries boosting regional trade and commerce.
