Thanks for the correction.... i think both Gaabucayan and Osmeña sts as well as Agora were constructed at the same time sometime between 1990-1996? That's also the time Limketkai was developed.

City mulls P200M traffic system
CITY Hall plans to borrow as much as P200 million next year to replace Cagayan de Oro's ageing traffic lights, officials said, amid caution from an opposition official that it may strain the city's finances. Councilor Roger Abaday acknowledged the importance of overhauling the city's traffic system but urged City Hall to "think twice because this may add up again to the pile of debts accumulated throughout the years." Post your reaction to the Manila hostage crisis The plan was first bared by Councilor Alden Bacal, Public Utilities committee chairman, last month, albeit without the price tag. Councilor Bacal said the proposal calls for the purchase of modern traffic equipment to synchronize traffic lights in critical intersections in Max Suniel St. and Vamenta Boulevard, A. Velez and J.R. Borja Sts. and J.R. Borja and Pabayo Sts. The traffic lights will come equipped with closed-circuit televisions (CCTVs), which will serve two functions: to monitor traffic volume and to act as crime deterrent. Bacal said an "unidentified proponent" has showed interest in handling the project, though it remains unclear whether the contractor will play a role in funding the undertaking. Nevertheless, the councilor said City Hall will be "very transparent" in the implementation of a project this magnitude. He said the economic loss attributed to traffic jams, such as the delay of transporting goods, makes the project timely and imperative. Abaday said he, too, would expect transparency in terms of the city's capability to incur more borrowings without compromising the budget for basic services. The councilor pointed out that Cagayan de Oro still has long-term liabilities when it heavily borrowed in the last 12 years to fund land programs, roads and bridges and even markets and passenger terminals. In 2008, the administration of Mayor Constantino Jaraula borrowed P500 million to buy back multi-million markets built under the Build Operate and Transfer (BOT). The amount raised the city's standing debts at the time to P1.3 billion. Two years before that under the first Emano administration, City Hall had racked up a total liability of P2,933,922,133 or almost P3 billion. As a result, debt servicing ballooned to an average of 12 to 14 percent every year. This year, debt servicing gobbled up 14 percent from the P1.57 billion budget, or three percent higher than the amount allocated for health services. Abaday said the city's finances should prod City Hall to reconsider funding the traffic system overhaul from borrowed money. As an alternative, the councilor said City Hall can source it out from its own funds, or find another funding source to finance the project. "We should work in accordance with our budget. Dili kay magsige lang og pangutang kung dunay project," he added. (ALR/NJM) Published in the Sun.Star Cagayan de Oro newspaper on September 2, 2010. |
