They started numbering it from the beginning of the section, not from Bucharest. They will have to change the numbering when Pitesti-Sibiu will be ready (somewhere between 2015-2020), it will eventually start from Bucharest.

The Sibiu by-pass looks great! Romania is finally catching up. Also good to finally see some of the beautiful Romanian landscape (in the background).

I'm not a big fan of the signage though. Why would you sign Nadlac and Bors here? These are very small towns on the border.

I would much rather see Cluj, Timisoara, Arad, Deva, Alba Iulia or even Oradea (not all of them), but certainly not these small border towns.

The bypass is several months late and the junction is part of it instead being part of AR-TM section.
So, there are big chances that the AR-TM section will be open only when the bypass all be completed, also. Which will be most likely to happen NOT in 2011.
Only if this junction will be the "0 priority" for the bypass.

They don't need to finish the entire interchange, only two [provisional] belts would be enough to get on/off the 32 km stretch.

I am not able to share your enthusiasm.

as we all know motorway construction works is something at least quite complex/complicated .

and now if one guy pops up and says: "all right let us do it next year" - for me it does not sound convincing. based on that assumption we could build hundreds of motorways each year ... Germans call it: "kindergarden"

now even if Betchel is going to propose a new deal it will not take a week to sign a new agreement (this is not a 1000 USD contract). not to mention your government ...


so I would read this message like that:

"all right we know we go nowhere, so let us talk, otherwise we (Betchel) do not get money and you (government) do not see a promised motorway"

of course I might be wrong - for example the discreet negotations have been lasting for a long time and now we need a week or so to finalize it.

the issue which party will cover costs, not that the motorway is 40% compeleted.

Well, what I think they will do is agree that Bechtel will finance the construction works based on a solid financing agreement. This means that the works will actually accelerate a lot given that Bechtel can work a lot faster than so far, provided it has the financing. I actually don't think it will take a lot, because I think Bechtel doesn't have to go to a bank to get the money (it has already the capacity to finance itself). If a bank loan is needed, then things will get a bit more complicated but let's hope it won't get to that.

So far, according to the existing contract, Bechtel would execute works for a certain section, and the payment from the government would come much later, oftentimes a year late. This practice would also trigger delay penalties for the government. Under the new framework, the Government will probably pay interest for the financing, instead of delay penalties, which is a lot cheaper and efficient.

The reason for Bechtel's proposal is I think the following. For the next year, the Government will not allocate money anymore for TM. The Transportation Minister said it bluntly that the focus is C IV, and all other projects will be put at the end of the cue. Next year, the Government will have to co-finance even more works under EU financing programmes than this year. So there will be little to none money left for AT. Bechtel cannot just wait for this project to finish in the next 10 years or more. It needs to move on, even now it gets some penalties for delays from the Government. Bechtel is a big company and TM is a big project, the biggest currently in EU. And Bechtel wants to add it to its portfolio, and of course it wouldn't look good if it finished the job in 10 years or more. On top of it, Romania has a pretty good relationship with the US and since Bechtel is very close to the US Gov, there was probably an agreement at political level as well.
