I also agree that motorway standards differ in Iraq. But there are also many other differences in terms of labour costs, safety costs, site standards, expropriation costs etc, which lead to much lower price.

Very good for Romania. Obviously, you have set up quite high standards and tough requirements for the builders. On the other hand, the participants clearly believe that the tenders are 100% fair. I am surprised that there are no croatian(Konstruktor) and slovenian(Primorije) companies.

It seems our mayor signed an memorandum of understanding with the Shanghai Group for a PPP for the construction of a 20 km section of the Bucharest Urban Motorway - the north section. The investment will be close to EUR 0.9 billion:



Works are said to be starting in October.

Plans:





A lot of sections are suspended over an existing railroad.

Shanghai Group is the company who built China Bridge:

Our mayor said today, upon return from China, that there is an total of EUR 8 billion to be invested in Bucharest infrastructure by Chinese corporations in the coming years. The above urban motorway is just the first target of such investments (other investments targets are magnetic trains for regional metro transport, an airport and specialized hospitals). I do not know how realistic is this, but if it's true, it'd dwarf the EU funds for Romania's infrastructure.

Bulgarian government decreed triple reduction of the toll for the Danube bridge Russe-Giurgiu. Now the toll in direction North for cars will be EUR 2. This decision takes place in 10 days.

The toll in direction South (Giurgiu-Russe) still remains EUR 6 since it is defined by the Romanian government. Now we DO expect adequate reaction of the Romanian government in interest both for Romanians and Bulgarians.

They are PPPs so the investors will operate the infrastructure for a period to recover the investment, and then the investment will be transferred without charge to the government.

I hope so too, but I am not optimistic since the Government has only increased taxes so far in Romania to cover the budget holes and rejected or blocked any initiatives to lower any other taxes (including a Parliament decision to lower the income and profit tax - that also in the context of a decision not to draw anymore IMF funds).

I have not heard anything in the sense that the Government would reduce the tolls on this side. Actually, they are discussing placing toll booths on new sections of motorways.

PS: To make a better picture of the 2 governments perspectives - BG had close to 0% budget deficit last year AFAIK, while Romania had -4.5% deficit, which had to be brought down from -9% in 2009. However, this year there will be no more billions from IMF as in 2009 and 2010, and budget deficit will have to be cut under -3%, while payments for IMF money will start. They are pretty desperate for money from anywhere, IMO. And the moneys from the bridge represent a hefty input for the road company here AFAIK whose budgets have also been affected by the budgetary crunch. Unless there is some agreement between the 2 governments, I don't think the government here will unilaterally cut the bridge toll.
