So now I'm wondering, what is the earliest possible date that construction might start on this planned motorway ring?
It depends... basically we don't have money for it. It's estimated at 1.5 bln euros. The idea is to sign a PPP contract for it, but there's no news on this.

Do you have more information about it ? Who's gonna do what (there are two sections to upgrade between A1 and A2) and when will the works begin and when will they finish ?

I don't right now. I only know there are contracts signed for expansion of all remaining 1x1 sections of the main ring.

BTW: The Government decided today to allocate EUR 600 million from recent privatisations to EU funded infrastructure projects (motorways included). Source

The Government will tender Mihaiesti-Tg. Mures of A3 this year and finance it from the budget, while Brasov-Tg. Mures will be PPP-ed.

1. Arad bypass
2. Arad-Timisoara
3. Medgidia-A4 plus 12 km of A4
4. Bucharest-Ploiesti

I hope she can live up to her expectations.

My experience is that roadworks tend to be finished faster than you'd expect 3 - 4 months beforehand.

Well, she has delivered so far. But this is a major challenge indeed. I like how she raises challenges for herself to then have the media chase her ass for deliveries.

Now it's official:

Quote:
Romanian Transport Minister: About 130 Km Of Highway To Be Finished This Year

Romania’s Transport Minister Anca Boagiu said Friday about 130 kilometers of highway will be finished in 2011, to include highway sectors Timisoara-Arad, Medgidia-Constanta and Bucharest-Ploiesti, as well as the beltways of cities Arad (W) and Constanta (SE).

According to Boagiu, national roads authority CNADNR will also finish upgrade works on 515 kilometers on national road.

The Government allotted to the roads authority 506.4 million lei (about EUR119.3 million) from the state budget and RON280.5 million from privatization funds, added the minister.

In May, Boagiu said works on 276 kilometer of highway were underway, while 313 km of motorway were already finished. She added Romania would have 845 km of highway in a few years following investments worth EUR5.17 billion.

*Edit: highway=motorway in Romanian journalistic parlance

Mrs Minister, we really hope you'll live up to your promises! Now the whole SSC Highways and Autobahns knows of your promises and expects you to deliver!

there is something I do not understand.

you guys - who are motorway fans and often post up-to-date pictures from construction sites - seem to be surprised with your Minister promises. were these dates known a long time ago ? or simply your minister - in the middle of year - decided: "let us open something". I would understand 20 km but to promise 130 km of new motorways this - I must say - is more than courage. aren't you afraid of quality ? "a hurry" is always an enemy of quality.

or am I completely wrong ? I mean these sections are really 95% finished.

It's not uncommon for motorways to be completed before the contract deadline. This happens in Poland and other countries as well. And Romania was also notorious for the many delays, which means the original deadlines are not always reliable.

For example, A3 Bucharest - Ploiesti should have been finished in 2010.

Chris is right. And they are not 95% completed. More like in between 65% and 80% completed now.
