I have no clue. The contractor also signed to that. AFAIK, about 1/4 is built already. And the whole section is only about 19 km. I think it's feasible.

Well, the plan in 2012 is to have half-profile Cernavoda-Medgidia.

Did she specifically mention half-profile? Because my impression is that she referred to the whole project. Also, according to the contract, the execution works time-frame is 12 months plus 3 months for design. On Monday they will announce the winner (probably FCC), and there is plenty of time for design until end of year. I think they can make it by end of 2012 for the entire section.

It was not intentional, yet very stupid. But I would also place the blame on the motorist. It's not allowed to wave like that in between directions and car lines. There are no special lanes for motorcycles.

I don't know whether it was intentional or not, but it looks intentional. Either way, opening one's door in the middle of traffic without looking to see if anyone might be passing is seriously reckless. I'm glad the motorcyclist seems not to have been seriously injured.

The reason is obvious: jealousy that he couldn't overtake with his car as the motorist.

The ministry already explained: failure to meet the technical requirements. I'd rather look at the possible actions by the disqualified contractors afgainst the decision. If there's none, then:

1. They really ****ed up the technical requirements;
2. There's an agreement to that goal.


PS: Technically, it's not bad at all considering the fact that Astaldi has all the manpower and machinery on the motorway site nearby and therefore it's the best positioned to complete this section in 12 months.
