Seriously now, I hate that type of attitude. Unfortunately, due to current economical crisis police wages have dropped substantially. Our government is so blind to see that they will try to cover that difference using such illegal methods.

violinivo, where did that happen exactly? What was the nearest town? Maybe the police is reading this and they'll know who to watch next time. The upper echelons in the police know of this problems and they organize sting operations sometimes to get these bullies.

How is this possible?

Doesn't the excavator's engine get wet?
I guess the engine is above water level, but still I cannot believe my eyes...

Well... it't no problem if it gets wet, as long as the air intake for the engine is above water and the exhaust system is above water also. Because in rest the engine has a lot of gaskets which don't let water to go in. Reason? Simple because in principle gaskets should keep water in, which help engine to cool. And most part of other functional system are hydraulic systems. From point of view of electricity I guess it's protected also verry well.
