Yes, it is true. A1 Arad-Timisoara and Arad bypass motorway will be opened on Saturday morning (at 10 am if I'm not mistaken). The opening will be made by the Romanian Prime Minister Nicolae Ceausescu Emil Boc.

Both motorway sections are not yet completed, so they will not be according with the full motorway standards yet:
  • A1 Arad - Timisoara: full profile, speed limit: 100 km/h
  • A1 Arad bypass: half profile, speed limit: 60 km/h; no crash barierrs on bridges!

At the end of the Spring in 2012 both motorways should be 100% completed.

What? They changed the opening to Saturday so that the PM can attend?

Of course they did!

The funny thing is that yesterday morning (13.12) the workers on both sections knew that the PM will come to open this motorway today (14.12), but yesterday (13.12) at 3:00 p.m. they found out that the opening ceremony was postponed for Saturday (17.12).

Oh, c'mon, there's little work left to do on Timisoara-Arad, and preventing people from driving on the motorway for 3 months because some final touches are not in place would be just plain stupid.

Indeed, if they would have NOT opened the unfinished highway, everybody would have said "stupid! we wait for burocracy to make the papers for opening the highway".

For example, I am agreable surprised they will open half profile the Arad bypass!

actually I agree.

I can understand the pressure to open unfinished section. people get new possibilities, so much expected ...

on the other hand we cheat ourselves (and annual statistics) that something was done.
no, it is not done. this aproach actually make intelligent people untrusty in politicans' activities. I noticed on attached photos, the service lanes are dirty - this at least should be "fixed" before officials do the ceremony. otherwise it does not comply with any motorway standards.

all in all congratulations.

when will the missing facilities be constructed/ready ?

They are actually preparing the motorway for opening for trafic: washing/cleaning the pavement (I didn't quote all the pictures - there are tones on the RO forum):

I agree that Arad-Timisoara might be "opanable", but Arad bypass is certanly not ready yet.

If a road is not completed, it is not completed and shouldn't open to traffic if traffic safety cannot be guaranteed. Missing guardrails on bridges are extremely dangerous, even at 60 km/h.

Another downside of hasty openings is that it often leads to sloppy work, which may result in expensive and lengthy repairs in just 1 or 2 years.

AFAIK, the only missing parts are the side fences and the service areas, not actually key to safety. Besides, these can be done safely and at the same quality standards even though the motorway is operational.

Missing crash barierrs are key to safety! More, as you might have seen written by me on the Romanian section, there are works done not according with the construction standard just because it has to be completed by saturday. My opionion is that they could have opened Arad-Timisoara (although even that one is not 100% completed), but under no circumstances they should open Arad bypass now.

I have not followed all discussions on the Romanian forum, but I was only arguing in favour of Arad-Timisoara opening, and not for Arad by-pass.

How many meters of barriers are missing on this bypass? It's 3 days till Saturday, I can't imagine a reason they couldn't manage to install them. I suppose this bypass isn't made of 90% bridges

one good reason to open the „motorway” even in this condition is that it might save lives by giving drivers a „out of the city” option at Arad and thus making the Arad - Tm motorway more attractive comparing to the old by-pass and DN 69.
