What is the width of a lane in Romanian motorways? Looks a bit narrower than standard 3,75m.

The standard says 3,75 m (3,50 in mountain area).

Nope. In plain & hilly terrain the standard says that one lane has to be 3,75 m wide, and in the mountains one motorway lane is 3,50 m (although we don't have any motorways in the Romanian mountains yet).

M49 between Vaja and RO border is definitely not under construction. There are plans to build it maybe in the next 5-10 years.

Maybe you saw the works on M3 (which I think is U/C), but these are from Vaja to Nyiregyhaza, not from Csengersima to Vaja. As stated before, M49 is not yet U/C and won't be in the next 3-5 years.

One of the causes might be that one. Also, in mountain areas is a lot harder to build a motorway, so they are making the minimum requierments for it lower. The design speed might also be lowered in mountain areas to as low as 80 km/h.
