Still, it looks improbable that the tolling point for direction BG-RO will be situated on Romanian soil... I mean, it's not like the bill in the restaurant, you eat and pay after

Actually I've read somewhere some time ago that the tolling point will be on the Romanian part of the bridge, so nothing will be built on the Bulgarian soil. And you can see on the satellite image that the toll point is for both ways.

This wouldn't be the only "restaurant" example. See Austrian A13 (Brenner Autobahn). If you come from Italy you are tolled here.

As much as I know they can, but the collected money should be spent only for the maintanance of the resp. infrastructure object.

And speaking....:

Expropriations delay work at first motorway tunnel in Romania
MARCH 11TH, 2012 AT 9:00 PM

While on a visit to Sibiu County, Saturday, Transport Minister Alexandru Nazare went to the site of works on section 4 of the Sibiu-Orastie motorway stretch part of Pan-European Corridor 4. According to Sorin Scarlat, deputy director at the construction joint venture Astaldi – Euroconstruct Trading 98 – Astalrom, the equipment is mostly concentrated on the two viaducts linking the Dealul Sacelului tunnel, Romania’s first motorway tunnel, Mediafax reports. The work is however delayed by forest expropriation issues. Minister Nazare however assured the issue will get resolved in two weeks at the latest. He declared himself content with the pace of the works, adding that the asphalt will most likely be poured within the next two months. The minister also said he would carefully monitor all the motorway segments begun last year, with the constructors non-compliant with the April 2013 deadline to be penalized. Also Saturday, while in Brasov at the signing of the contract for the first stretch of the city’s beltway, Minister Nazare said those works are slated for completion in the spring of 2013. Meanwhile, the Cernavoda-Medgidia portion will be opened to one-lane traffic in late July, and the works will be finished early next year, said officials with Astaldi – Max Boegl, the joint venture in charge of building the section.

Transbai, the road that will cost over 30m Euro and will rival Transfagarasan and Transalpina in beauty

After Transfagarasan and Transalpina, Transbai could join the select list of most spectacular roads. Three Prahova mayors have joined forces on this project.

Transfagarasan and Transalpina could face some serious competition from Prahova the following years. Three mayors in the north of the county wish to build a scenic road, with European financing, in order to improve the area’s tourism potential and shorten access time, Adevarul reports.

The Transbai is a joint project of three local administrations that will link Valea Prahovei to Valea Doftanului through Baiului Mountains in Bucegi. The road will be 38 km long and will link Azuga, Busteni and Valea Doftanei.

The local authorities say the route was selected so that it emphasizes Bucegi beauty, and Transbai will rival the more famous Transalpina and Transfagarasan in beauty. With a maximum altitude of 1,834 meters, the new road will also be part of the top three highest roads in the country (Transfagaran is 2,042 meters high and Transalpina – 2,145).

The declared purpose of the project is to promote mountain tourism. The scenery is “breathtakingly beautiful,” the authors of the project say. The designers hope to attract both many tourists and investors for other projects in the area.

Transfăgărăşan (DN 7C)
- connects Arges and Sibiu counties, through Fagaras Mountains in the Southern Carpathians

- maximum altitude: 2,042 meters

- total length: 151 km

- goes close to Balea water fall, the biggest in Romania

- goes over 830 bridges and 27 viaducts

- was built between 1970 and 1974

Transalpina (DN 67C)
- connects Gorj and Alba counties through Parang Mountains, Southern Carpathians

- maximum altitude: 2,145 meters

- total length: 148.2 km

- was rebuilt in the inter-war period and inaugurated by Carol II in 1935

- the biggest part of the road was modernized as of 2009

- it hosts a National Coast Speed Championship every September

EU is about to refund this year and the coming one almost EUR 2 billion in EU funded projects, which would give Romania more money for other non-EU funded projects.

Quote:
EU Refunded Romania Over EUR125M In February For Infrastructure Projects

The European Commission sent Romania's Transport Ministry refunds of more than EUR125 million in February, through the Transports Sector Operations Program (T-SOP), and is reviewing projects with a EU contribution of EUR1.73 billion.
