Romania will have more easily available and potentially higher financing for building transport infrastructure after the EU’s Transport Council expanded the trans-European transport network (TEN-T) to Romanian territory. Five new routes have been added, doubling the size of the road network in Romania and increasing it by 40 percent for railway transport.

The roads and railways connecting Timișoara-Sebeș-Turda-Târgu-Mureș-Iași-Ungheni and Calafat-Craiova-Alexandria-Bucharest have been included in the expanded project. The routes Borș-Turda and Constanța-Tulcea-Brăila-Galați have also been included, as well as the Danube – Bucharest channel, which is now on the core network for TEN-T.

“After very long and tough negotiations with the Commission during the last year and a half, we finally imposed the routes for the TEN-T networks that directly support our economic development for the next period. Romania got a doubling of the road network on its territory and an East – West axis of regional importance,” said Transport Minister Alexandru Nazare. Including the highway segment Târgu-Mureș – Iași – Ungheni will lay the groundwork for development corridors in Romania’s Northern area and a future connection to the Republic of Moldova, he further explained.

With these decisions, access to financing will be simplified and the EU funding available for these projects, which are now a priority, will substantially increase, and so will trust and interest from private and international financiers, according to the Transport Ministry.

The European Union is supporting the TEN-T implementation by several financial instruments – the TEN-T program, the Cohesion Fund, the European Regional Development Fund and European Investment Bank’s loans and credit guarantees.

It seems Romania got the most important and extensive amendments to the TEN-T network at the recent Consilium (the other countries are Poland and Italy):

And the most important changes are:

1. The creation of a west-east link (Timisoara-Iasi => Moldovan border) this is more than current CIV link

2. The creation of a south-east link (Bucharest-Iasi-Suceava => Moldovan/Ukrainian border) part of CIX

3. The creation of a south-south/east link (Bucharest-Galati => Moldovan/Ukrainian border) part of CIX?

4. Bucharest as a port to the Danube.


The increase in TEN-T routes in Romania gives hopes for more EU money in the upcoming EU financial cycle 2014-2020.

Elections are coming (in November - an important month to remember)!! Woohooo!

Strabag will complete Deva-Orastie motorway section this year in October, before the schedule (April 2013). It's a 32 km stretch which is currently at 60% completion. => if this will be achieved, we might see a total of approx 200 km of motorway openings this year.

Timisoara-Lugoj (lot 1) will also be completed before schedule (April 2013) probably also in October this year. This is a 10 km stretch built by the Romanian company UMB.

Don't get too excited. Half of Deva-Orastie (Simeria-Orastie) should be opened according to the contract in August this year, while the remaing part in April 2013. Indeed, the second section could be opened a little bit earlier, in February 2013:

I didn't know there was a deadline in August this year for Simeria-Orastie.

As for Orastie-Deva, Strabag is before the schedule with the works, and I do not rule out they could finish the section by October this year.

He said works are on schedule at the moment and if there are delays, the constructor will be penalized.

When asked when the highway between Constanta and Nadlac will be ready, the minister said the works could be completed in 2016-2017.

The Road Company has placed the announcement for the tender of 98 km of new motorway, on the remaining non-tendered sections of A1:

Lugoj – Deva - lot 2 - 28,6 km

Lugoj – Deva - lot 3 - 21,14 km

Lugoj – Deva - lot 4 - 22,14 km

Timișoara – Lugoj - lot 2 - 25,62 km

The value of the works is almost EUR 800 million. All lots have EU financing.

Also, the Road Company has placed a tender for the amendment of the feasibility study for the Sibiu-Pitesti motorway.

Could you tell me what is the current length of the Romanian motorways in operation and under construction. And I dont consider one lane motorway as a completed one but u/c. Thanks!

Excellent! So everything on A1 except Pitesti-Sibiu section is U/C? This motorway is very important for North-Eastern part of Bulgaria, not only for Romania.
I also wandered what is the approximate price of Pitesti-Sibiu? I know it would be about 100 km. long and all through Carpathians, so it is going to be very expensive.

Not exactly the entire A1 motorway is u/c. There are still 2 sections left (except Sibiu-Pitesti), but they are tendered now:
- Timisoara - Lugoj: 9 km u/c; 27 km tendering now
- Lugoj - Deva: 27 km u/c; 72 km tendering now

For Sibiu - Pitesti: the estimates are somewhere around 3 bilion € for the entire stretch and our gov. wants to tender it soon, but I don't know if they will manage to do it soon. I would say that it will be built before 2020.

Great update! We needed this summary of projects here. A map would also be useful.

We will have almost 450 km U/C this year if all goes OK with these last tenders. The question indeed is what will come out of the upcoming tender of the most difficult motorway section in Romania: Pitesti-Sibiu section of A1. It's not clear to me if they are still looking for an investor since the EU will finance this section starting 2014.
