Interesting report about what Bulgaria is doing, short, medium and long-tern projects in terms of highways: Calagat, Giurgiu and Vama Veche of direct interest to Romania, but all of them... medium-term (or better yet long term, 2020's) here
Also the newest project between Ruse and Turkey is not pictured there.

For sure around 2020, except maybe the new project they're advertising, the Ruse - Silvengard witch should be completed sooner. The new bridge at Ruse though.... not so sure

It's interesting to see how this bridge will mess up the Craiova - Calafat traffic, witch should have already been upgraded but.....(not to mention Craiova - Pitesti at least).

Timisoara-Lugoj lot 1 (10 km) will be opened next month, 8 months in advance of deadline (the first Romanian motorway opened ahead of contractual deadline).

It will surelly mess the traffic. AFAIK, Craiova-Calafat has been upgraded, the asphalt is very good, but it's still 1x1 road, which means it will be very busy indeed. There is need for a motorway for sure. For Craiova-Pitesti, they want to start a motorway too, but it's just a plan now, not even a FS is available.

No, it's according to contractor which is Romanian and one of the most timely one (the same contractor also completed other motorway works on time):

Under a contract signed last year, the deadline is April 2013, but the contractors plan to conclude works at the end of this month, i.e. eight months in advance. This would be a premiere for Romania.

Dorinel Umbrarescu, the owner of Spedition UMB, told Capital that the motorway segment will open to traffic at the end of this month.

According to the former minister of Transport, Alexandru Nazare, another motorway where works are well ahead of schedule is Deva-Oraştie.

Can't help to notice that this shows you how contracts are drawn up, the waste of time and financial resources when it comes to infrastructure.
They basically double the amount of time necessary (the price also probably) and still don't finish in time most of the projects

According to employer's requirements (CNADNR), a motorway should have lighting systems:
- on bridges longer than 200m;
- in interchanges;
- in rest areas;

There is an exception though: the entire bypass of Arad (12,25 km) - considered urban motorway - is illuminated.
