Please don't use "inaugurated" because it might be confused with "traffic opening". The 2 PM's just visited the construction site. The bridge will be opened next year.

Yeah, more correct is they "inaugurated" the completion of the structure. The rest of the construction should be completed by next spring.

The Road Company awarded yesterday 8.7 km of Transylvania Motorway between Gilau and Mihaiesti to 2 Romanian companies: Spedition UMB SRL – Tehnostrade SRL, for a price of EUR 50 million. Quite good price for a hilly region.

UMB and Tehnostrade completed Timisoara-Lugoj LOT1 6 months earlier than deadline and at very good quality, so we are hoping they can do the same with this section - open it by next year's end. We'll see.

Is it true that EU will stop 10,5bln euro from the development funds and will this affect motorway constructions?

The official statement is that due to irregularities identified in the analyse of several contracts from 2010 - 2011, the funds (10.5 bln.) are in a "pre-suspended state". That's a kind of "last red card" before being suspended.

The EC Officials will come in November to check the implementation of corrections, and if they are OK, then funds won't be blocked, if not, then bad news.

I frankly don't believe the funds will be blocked in the end.

No use to remember the TEN-T which is a 2nd priority (in terms of financial support).
The second priority for Romania after the completion of CIV should be C IX (where there is a 85 % financial support from CE). Meanwhile, if the budget permits Romania can sustain also TEN-T infrastructure. The financial support from CE for TEN-T is lower (15-20%) and consequently Romanian Government can't sustain the difference of money.
The solution (which isn't adopted in Romania) should be PP project.

The 10,5 billion euro is the maximum Romania can get from those funds,
but the absorption rate between 2007 - 2012 was roughly 5 - 10% from what we could have got.

Even if those 10,5 billions will be un-blocked, I am sceptic we will be able to get them all.

This is not quite valid.

The current absorption rate is 10%, which means money effectivelly paid to Romania by the Commission. The Commission pays in principle only after the project is completed 100%, meaning that it needs to be financed by Romania and completed, before any money is paid by the Commission. However, the EU money are important because once the projects are completed and the Gov reimbursed by the EU, the money can be used for other on-going projects. If they block the money, which has not happened yet, the money about to be reimbursed will not come anymore, and therefore other on-going projects will be affected.

As for the chances to absorb most funds, I think they are quite good IMO. The same happened with the pre-accession funds, but we got them 100% by the end of the programme.

For POS-T (Transportation), the contracted funds are more than 100% of the EU funds allocated for 2007-2013. There are high chances, if nothing bad happens with these projects (such as the Commission blocking funds), that 100% of the POS-T funds (about EUR 5 billion if I am not wrong) will be absorbed by 2014. This money will be used then to other projects to be opened in the coming years.

The same happens on POS-DRU - more than 100% contracted funds.

I do not know the situation of other programs.

Anyway, the Commission has no real interest to mess up the Romanian road and rail infrastructure progress, and they'll probably ask the Gov to make some corrections, but will not block them in the end.

Yesterday a representative of an association of the truck companies in Bulgaria commented, that the Romanian road authorities are about to restrict the direct road Calafat-Drobetta Turnu Severin for heavy weight traffic and to oblige trucks to use the longest road via Craiova, which will mean some 160 km more for truck drivers and will make using the new Danube bridge 2 Vidin-Calafat not profitable at all for cargo transportation. Is this rumor true?

Good news regarding Gilau- Nadaselu section. This will extend the motorway belt of Cluj up to the road connecting with Zalau, Satu Mare. Does anyone knows when are supposed to be tendered the rest of sections on the coridor no 4? Lot 2 Timisoara- Lugoj; Lot 2,3,4 Lugoj- Deva ? Unfortunetelly the new Gov slowed everything in infrastructure development.

Interesting video. The road looks well designed, though that third lane on the right at the Timisoara exit seems a little weird, you don't see this often in Europe. I also think the merging after the exit is a little short, but otherwise it looks great.

By the way, those yellow border, red arrow signs at the Izvin exit are identical to those in the Netherlands, I haven't seen them elsewhere so far.

They were tendered a month ago. We are still waiting for the winners...unless the road company is intentionally delaying the announcement of winners because it has run out of money ...
