The Transportation budget is 4.2 billions.

The penssions do not "increase". They are slowly being restored, not even to previous values.

Transportation Ministry budget 2013 is RON 7.3 billion or EUR ~ 1.5 billion.

40 billion EUROS.

VAT is going to be EU funds deductible => 24% of infrastructure costs will be deductible starting 2014.

Cohesion is up 10% (+EUR 2 billion), EU cofinancing is at 85% (up from 75%), VAT becomes EU funds deductible (24% of infrastructure costs). Infrastructure is included in Cohesion.

40 billion is the entire EU funding for Romania. That's what I said, CAP including. About 28 billion is Cohesion.

VATs are way too high, they should be reduced to no more than 16-16%.

You forgot that CNADNR (national company for roads and motorways) is no longer a part of the Transportation Ministry.
The CNADR budget for 2013 is 5.8 bilions lei, roughly 1.31 bilion euros.
So the total budget for Transportation (ministry+ СNADNR) ~ 3 bilion EUROS

Well, I referred only to the Transportation Ministry, but yeah, together with CNADNR budget (which was removed from Transportation Ministry) the total budget goes up to EUR 2.8 billion.

CNADNR announced works on the modernization (expansion to 2x2) of Bucharest Ring between DN2 and A2 ( 11 km ) will start in spring. So, what about the rest of sections of CB which have been tendered but works have not started yet?

I don't have any inside info but i doubt there will be any work except this section (DN2-A2) and maybe towards A1 to complete the north section. By this I don't mean completing it 'till December 31st

I don't really see the point of not completing the modernisation of the entire north semi-ring at the same time. They should work on closing the modernisation of the section towards A1 too.

Today I had the chance to drive on almost entire northern part of Bucharest bypass. I just hope that they won't do the same stupid things from now on, like they did at the modernisation of DN7-DN2 section.

The announced project does include only A2-DN2 if I understand correctly so...

Yes, but the project for DN7-A1 was signed more than one year ago. And not one inch of road was touched. Moreover, all 3 lots of the southern half of DN CB should be under construction for a year already, but almost nothing happened there either, except for some partial resurfacing works, no widening and no overpasses. So don't get your hopes up for this section...

Are there works actually being done on any other sections of motorways? Because I haven't seen any pictures latelly of works carried out.
