The minister mentioned the month of May. Anyway, 10 June or May, it doesn't matter that much.

It was supposed to be opened by the end of last year, according to the contractual schedule, but the project was affected by land slides. Hence the delays. The minister said today it will be opened this month. The article posted by Pascal20a is dated prior to today's interview.

He pointed out that the system featuring barriers will not be used because it would slow down traffic and is not preferred by potential investors. Asked what the barcode system will entail, he pointed out that this formula consists of a type of vignette bought and placed on the window. “When you move across the camera will record the barcode and will automatically take the money from your account,” the minister added.

Sova pointed out that the Comarnic-Brasov and Craiova-Pitesti highway sections as well as Bucharest’s Southern Beltway, highway sections that authorities plan to build through a lease by the time of the 2016 elections, will tax drivers once traffic is opened on them. Referring to the size of the tax, Sova pointed out that the financial model is based on the idea of EUR 3 per one hundred kilometers.

Sova stated that in case the revenues are not sufficient the state will intervene and make payments. On the other hand, Sova stated that while in case of highways built through lease the tax will come into force after they are open to traffic, in case of highways co-financed with European funds the situation could be different. “It’s an issue that personally I haven’t clarified for myself. The highways built with European funds have a period, three or five years, in which you cannot collect taxes on them. But I haven’t understood this exactly either,” he said.

A barcode reader for tolls? I never heard of such a system. It sounds antiquated. They should go for license plate toll like Portugal or Norway.

Our politicians are just bullshitting as always, very few of them are actually qualified for what they do, or have a basic understanding of what they are supposed to do. For instance, Mr. Șova here is a lawyer, not a transportation specialist or something along those lines.

Tunnel or bridge, I just think it would be much better between Isaccea and Orlivka, as although the connecting roads/rails would do a little bigger detour, the bridge/tunnel would be much shorter, and not so expensive and complicated to do.

Constanța would gain importance, A4 could be extended to Ukranian border, and Tulcea and Izmail airports could be more attractive (maybe just a little bit, but now the Romanian one is only for charters and so, and the Ukranian one had to close, so anything we do can only help).

That motorway is not finished yet but it is opened to traffic under certain conditions. Few minor works (guardrails, fence, topsoil cover on slopes and so on) are still to be carried out. So what you see should be just a temporary exit used only by the contractor's cars. Unfortunately, some other people find it very useful.

It's notable that this motorway opened 1.5 years ago. They're finishing the remaining works at a snail's pace.

I only now about a prognosis for traffic in 2015, made based on the traffic count from 2006. There was another traffic count in 2010, but I don't know that data.
