More likely 2016, since there are high chances that something unpredictable will happen on the hilly part of Lugoj-Deva, since the geology is similar to the Aciliu region, where the builder, Impregilo was caught with it's pants down and practically stalled everything. And seeing how the winners aren't very trustworthy companies (Teloxim is unheard of in motorway contruction, and UMB bid only 40% of the expected value of lot 4).

If you really want to use DN61 (which is a bit substandard), you can head to A1 at the village of Vanatori. Just turn right toward Poiana lui Stanga, and you should reach the motorway pretty fast. According to GM, it's a concrete road, in mediocre condition. Else you can keep going forward on DN61 until you intersect A1, and use a proper interchange.

An interesting summary of motorway projects here :

250 km U/C at an average of 70% completion
300 km in different tendering procedures (mostly concessions but also EU projects such as Sebes-Turda)

The link is not working. If they complete all of these, Romania will almost double the length of its motorways.

PS The motorways built under concessions will be tolled or?

It'a premium link in the best business journal in Romania. One needs a subscription to get the whole content.

All motorways in Romania will be tolled, both the EU funded ones and the concession ones. Probably the tolls will differ a bit for the concession ones.

Actually there are CONTRACTS signed for the expansion of the entire existing ring to 2x2, but are suspended because the socialist gov cut the funding as soon as they took power last year and works were suspended ever since.

As to the motorway ring, there are 4 candidates for a concession and a contract is due later this year.

That's the section Orastie-Sebes. Does anybody know if August 2013 is realistic or if it could be possible that it will be opened within two weeks?

According to the Romanian Transport minister:

Craiova-Pitesti (120 km), A0 south(48 km), and Comarnic-Brasov (55 km) will be completed by 2016, and will be contracted this fall. They all have 4-5 concession candidates already.

Pitesti-Sibiu will be the priority for 2014-2020 EU budget.

Hard for me to understand why Pitesti - Craiova and not Bucharest - Alexandria - Craiova.
A1 Bucharest - Pitesti si quite crowded even with today's traffic, a new highway in the south would have been much better in my oppinion.....

Bucharest-Alexandria-Craiova is also in plans, but the priority is Craiova-Pitesti, in order to connect the 2 car plants (Dacia and Ford) and the car parts producers in the region.

Bucharest-Pitesti is indeed crowded, and will become more crowded once A0 will be completed as there will be a continuos in between A2 and A1. Bucharest-Pitesti will need at some point to be upgraded to 2x3.

Bucharest - Alexandria - Craiova is part of the so-caled CIV south linking Bucharest to Budapest though Timisoara However, that section does not benefit from EU funding for now.
