I think they will get to such a construction quite fast. Romania is an economic tiger, and who knows what kind of funding will become available in 2020? Poland is now building a nationwide motorway network within 5 - 10 years too, and so did Spain in the 1990's. Romania may get to that point as well in the near future.

Don't forget the progress Poland for example has made in the past 10 years. Romania will get there as well, but it takes time, you can't expect Romania to be in the same place Poland is now within 4 years. Romania still trails Poland by some 30 - 40% in terms of per capita income.

It also took western European countries decades to complete a significant motorway system, countries like Portugal, Spain and Greece also didn't have much motorways before the 1990's, but construction boomed since.

Another issue in Romania is corruption, from which I frequently hear in the news. But I think it's a bit naive of the EU to expect corruption to be ruled out in two years after generations of corruption. That's also something which takes time.

But there are enough good signs. If you look at the government budget of Romania, you'll see a huge increase every year, from 51 billion dollars in 2007 to 180 billion in 2011.

In my opinion the map is not realistic.
Sections Deva-Timisoara(A1), Pitesti-Sibiu(A1) and Targu-Mures - Targu-Neamt will sure not start construction next year.But construction will sure start on Deva-Orastie(A1) section, and maybe also on Orastie-Sibiu(A1).

Cluj got new imagery on Google Earth from september 21st, a part of the A3 Transylvania motorway is visible.

au inceput primele lucrari de deviere si subtraversare utilitati

o groapa de imprumut la km 1+500

activitati de excavare in aceasi groapa de imprumut

in unele zone, unde terasamentul este mic, lucrarile sunt gata. Se va incepe sistemul rutier

o alta poza cu teresamentul deja construit. undeva in sapte se vede Mamaia
