Yes, we had a case of a motorway completed in 18 months (A1 Timisoara-Lugoj, lot 1, 9 km). But this time our minister is promising a new 27-km long motorway in just 12 months. This can't be done.

The Romanian National Company of Motorways and National Roads (CNADNR) announced yesterday that it has selected a builder for the 70 km Sebes-Turda highway. The winner’s name will be announced over the next days, said CNADNR representatives.

“It is the first time for CNADNR when a deadline for a bid is met. 50 days after the offers were submitted, the companies, the consortiums, which will build this highway were selected and construction will start next year,” said CNADNR’s head, Narcis Neaga, according to Mediafax. He added that he expects there will be appeals.

Construction will start in April next year and should be completed in 2015, according to Neaga. Dan Sova, the minister of grand infrastructure projects, said at the end of October that the 70km highway connecting Turda to Sebes will be completed in 2016.

The announcement was made during the opening event of the two segments of the Orastie-Sibiu highway.

The Sebes-Turda highway is part of the Pan-European transport corridor IV which starts in Germany and goes through Prague, Wien, Bratislava and Budapest. In Romania will connect Nadlac, in western Romania to the Black Sea port of Constanta.

8. Bucharest Ring north completed in Dec 2014.
9. Bors-Suplacu (A3) to start works next year, entirely from budget funds - completion 2015.

It's very hard to complete the works by Dec 2015. The contract is 22-months long, so to complete it by Dec 2015 they have to sign all the contracts by late February. Given the fact that there might be (and will be) appeals in court, I doubt it will be completed by 2015. Nothing is impossible though...

Impossible! Let's say they will build it in 18 months, which is quite a short deadline. This means that they have to start the works by June next year. I seriously doubt that they can make the tender + appeals in court + sign of contract + design in just 6 months. Not impossible, but very unlikely to happen.
I tend to agree, but again, they need to complete by Dec 2015 to cash in the EU money saved from lower prices offered on Orastie-Sibiu, which means that some tricks are in the making to build all these sections in 18 months. Fun times ahead!

I heard that the EU will pay only for works completed by Dec 2015. For example, if the motorway construction status is 90% at that date, only the remaining 10% of the works will be payed by the state budget (EU will pay for what was done until Dec 2015). But then again, EU can also grant, as it was done before, a "special permit" to complete the works after 2015.

I see as unrealistic to complete Timisoara- Lugoj Lot 2 (26 km) in 2014 (only 10 months of construction?) , also Sebes- Turda (70 km) should be expected in 2016 not in 2015.

I always wondered if there is a specific date for the opening of A1 București - Pitești. Aren't there any historic media reports about that?

You didn't count the PPPs at all. Starting with 2014-2015, we'll see works on Comarnic-Brasov, Craiova-Pitesti and A0 south - about 230 km in total. These will slowly become operational through 2016-2017.

Also, you didn't count Bors-Suplacu (64 km) which will be U/C next year, and completed in 2016 - has Gov funds allocated.

Also, you didn't count Campia Turzii-Ogra (Tg Mures) 53 km, which will become U/C next year, with EU funds, and completed in 2016.

Bacau by-pass (31 km) is not there as well. It has been tendered and awarded.

My forecast was up to 2016 and I've tried to be realistic. Comarnic- Brasov I don't see how can be delivered until 2018. I would rather bet for 2019, 2020.. We are in Romania not in China.
Projects like Craiova- Pitesti, A0, Bors- Suplacu, Campia Turzii- Ogra (how come the length became 53km from the initial 36 km?) or Bacau bypass can be classified as still uncertain. At least we don't know for sure that will be U/C in 2014. So I can't count those as "in use" in 2016. Let's wait to see what is going and we have enough time to make updates.
Bacau bypass I knew that should be built as half profile at the begining.

cant find. The motorway was completed end 1972 and started to be in use in 1973.

All those projects will have LOTS, and some of these lots will become operational earlier, in 2015 and 2016.
