I can imagine the mess at the border.

Best to buy HERE.

There is a proper, HUGE rest area just before tre border check point (something like 1000 trucks capacity, if I remeber corectly). It was needed since Hungary interdicts large trucks travelling during major holidays, so on those ocasions it was always a huge queue on roumanian side of the border.

Where is that truck parking area? A parking area for 1,000 trucks would be incredibly large.

Well, 1000 sounds a little too much, I agree. I tried to look up for a souce to that but I can't remember, so it's likely that I don't remember right. I've check out this video:

The EU was criticizing Greece for "human rights violations" when they drove migrant-laden boats back into Turkish waters to prevent them from entering the EU illegally, or as sans-papiers.

This current EU cares more about illegal immigrants' "human rights" than about protecting the bloc of states, and their citizens and legal residents.

Likewise, I wonder what on earth possessed them to build such a huge thing?

The only thing I can think of is that Romania has been told unofficially that there is no prospect of Schengen enlargement for the next few years. There's just no other logic to it - truck traffic could easily have used the old crossing, there's really no need to build anything more than a few containers. Anyone that required more complicated processing could have been escorted to the old crossing - and this crossing could have remained EU-only.

As far as vignette fines go - I've never heard of anyone in Europe being fined for vignette violations via camera as these are a private matter - so unless they catch you actually in Romania (or Hungary, or whatever) - then they can't really do much about it.

The biggest problem with the Romania vignettes is the inability to actually buy them. I wanted to go into Romania for an hour or so a few years ago, but the only place selling vignettes didn't accept anything except Romanian Leu and Euro. It didn't accept HUF, didn't accept cards - what use was it?

Usually you can buy them also in Hungary before border check, there they accept EUR/HUF.
Also there should be a petrol station right after the border in Romania, there you can buy it too.

Apparently some types of cargo have to use the old border crossing:
