Yes, but these includes also the maintenance and operation for 30 years. For example, in Slovakia they pay about 8 billion for 30 km of motorway around Zilina.And this 4.8 billions are to be payed during the whole period, 180 millions per year.

So the problem is that they don't have the resources to build this motorway, or the government ?
As Panda said, the 4.8 billion is for a period of 30 years, and includes a lot besides construction proper, like financing, maintenance, servicing, security, employees, utilities etc. Construction proper was estimated at 1.4 billion of the total 4.8 billion.

Unfortunately, the consortium, which was supposed to get the financing to start works could not secure the money and they bailed out.

well, this happens.

do not forget this is the first time in your country PPP project with this budget was about to be launched and unfortunately it failed. the positive aspect of it is that next time it will be better prepared/organized, so it is highly possible it will work out. in my opinion the most important thing is that now everybody who was invloved in it got "lesson learnt".

of course one may say: "hey, but it delays our national highway programme" , but this you should have calculated at the very beginning....

Well, one of the consortium companies was Aktor, which is owned by the Greek state, which needs now a bail out to avoid default....banks probably were spooked by this idea.

The national highway program is already a few years behind. An this section was important due to the amount of traffic. But, when it comes to any infrastructure project in Romania, 5 years of delay can be safely expected (A3 is about there).

Could anyone advise on whether to take Arad's ring route or go through the city? I have read horror stories about both (heavy traffic on the ring route and bad roads in the city).

Also, we are looking for a place to spend the night in or around Arad that would be close to a main road and easy to get to. Thanks.

They started works last year on both the motorway by-pass to the S of the city and the ring road in the other parts of the city, so probably the solution is to go through the city. I do not know how traffic is in the city but I kindly asked some members from Arad to answer your questions.

Probably the time needed is the same on both, but if you go through the city you have a chance to see it, even it's from the car. As for a place to sleep, you will find many on DN7 after Arad, towards Deva.

Unfortunately you won't have anything interesting to see in Arad while passing through, only ugly commie blocks. Arad has one of the most beautiful city center in the country, but your GPS won't guide you through it.

You might want to correct you post, as it is not yet a 2+2 ringroad, but a 1,5+1,5 quarter of a ring (only the north-eastern part of it).
