Yes I did. The answer is below:

7. Vectra Service is pouring asphalt on Section B of the motorway. The completion date is November for Section B and, if everything goes well, December for Section A. Anyway, the motorway is likely to be opened to traffic by the end of this year, even if Section A will be not completed until January, with some minor works possible to be carried out for another month or two in 2011.

The reason behind this decision is that the sums allotted from the state budget and from the country’s public roads authority CNADNR are not enough to do maintenance works for motorways to be constructed with funds from the European Union.

Romania currently has 320 kilometers of highway and should receive cohesion funds to build another 373 kilometers of highway. People close to the matter told Mediafax, citing the document, that analyses made by the European Commission showed the state budget and CNADNR cannot ensure the funds needed to maintain the highways.

According to the sources, the EC said highway construction projects co-financed by the European Union will be approved only if Romania pledges to introduce a motorway toll system.

Romania currently levies several road infrastructure taxes which include car taxes, import duties, the rovignette, fuel excises, tolls charged for the use of bridges over the Danube, but the money so collected is not used entirely for road maintenance.

Yes, of course.

BTW: We should mention that the 10 km of 2b will be officially completed this weekend but they will inaugurate them probably together with the other 20 km of Sibiu by-pass later this year, or that's what I suspect.

More importantly is that Bechtel announced they will be able to complete 3c next year (64 km), and start works west of Cluj (section 3a), which all in all is good news because they are targeting to complete the whole distance to the border, which is double by 2014 IMO.

For me this is hard to believe. Unfortunately, I suppose that the government will not pay the Constructor in time, he will probably reduce the level of works on Section 3C (today only 36% completed), so from my point of view, I think 2012 will be a more real date...

Let's hope that they will open it for traffic in December, even if with speed restrictions and other detail works still to do.

Bechtel has always worked more than the Government paid and that's probably what they'll do next year as well. Given Bechtel announced they'll start works on another section other than 3c, it's reasonable to believe that's the case.

This photo is from the interchange at km 5+700 - you can see the motorway (km 4-5) already with asphalt
