Berlin may not have the tallest buildings or the best (or even a) skyline, but its new highrises give the good old zoo a spectacular surrounding:

The Upper West turned out pretty good, even though its cladding isn't as qualitatively as shown on the first renderings. It is a pretty nice addition to Berlins skyline and with the Zoofenster, the Upper West and the Europacenter, the City West got a got basis to develop a good skyline.

There is also a low rise building and 3 townhouses that belong to this project.
You can see the roof of that low rise and the townhouses in the rendering.

It differs from the render in the cladding but on the other hand it looks bigger.

The only differences I see are the missing solar shade-type device from the crown and the windows don't look like they have as large a black frame as the renders, although it may by the angle. It is still a nice building.

Why isn't Washington D.C. a part of Maryland? Probably the same reasons apply for Berlin. Actually there was a discussion to merge those two states but it is very unlikely to happen at all. There was a vote on this issue in 1996, but whereas a small minority of Berliners voted in favor of a fusion people in Brandenburg voted against it.

Federalism.

Which is why it's a Federal District, not a State. Original colonies were (i suppose, they still are) sovereign states, national capital couldn't be in one or would risk alienating the others, so it was put outside the borders of any of the States.

I'm curious if this does affect Berlin's status, actually - and I'm sure it does pertain to economic (at least, Regional) development so at least entertain one quick answer.

^The Federal Government was afraid that DC would pass laws restricting or taxing access to the Capitol or something else ridiculous, so they did not give them Congressional Representation. Even their Municipal government is under strict Congressional control. Ironically, their official license plates say "Taxation Without Representation" the exact problem and rallying cry that lead to the Revolutionary War against Britain.

As far as Berlin and Brandenburg, many people are fearful of consolidating government divisions because they believe that their tax dollars would be unequally applied to one part and not the other. With them separate, Brandenburg's state tax dollars only support Brandenburg. Of course, this also means that they do not benefit from the spending emphasis on the Capitol.
