It's probably one of the most imporatant roads connecting Russia with Western Europe (Moscow-Minsk-Warsaw-Berlin)

I've found info that it's also called M1.
The was Odintsovo bypass opened last year, but most of the reconstructions have to be finished by 2018.
The biggest priority should be improving roads towards Easts of Russia, in order to improve economical ties withing the country

Is the entire highway lit by high mast lighting? doesn't that seem a bit odd for a rural motorway?

The whole road will be lit, we do live in the age of efficient LED lighting, so it seems like the new standard. Still, would be very nice to see intelligent lighting which turns off when there are no cars

Why didn't they make as wide as initially planned?

The sensor costs as much as the electricity that would be saved, and infrared sensor is sending out light also

Plus would hope for motorway that there would always be a car on it (or enough to require the lighting)

All newly built motorways should have lighting.

I guess I'm just used to North American standards where rural sections are unlit. The large grass medians on North American roads makes incoming headlights a lot less of an issue though as well.

The road also seemed oddly empty, my understanding was that the M10 was usually absolutely packed.

There's no point putting lights on on an entire road for just one car. Germany seems to be managing without lights all together on their Autobahns.

Belgium has decided to switch their lights off after midnight. Wise decision in times of need to save energy, and reflective markings and a good set of headlights should be more than sufficient.

Are there any improvements to the M4 under construction or planned?

No that's exactly when you want lighting!

If the road is full of traffic there are enough headlights and such you need nothing.

But when you're the only one, the deer or elk is waiting for you in the darkness..

That's what high beams are for...

Also, does this road have animal fencing along the side of it? That fixes you animal problem and they have been sticking those fences on new highways in Canada that run through similar terrain that the M11 does.

М4 isn't in the bad shape even now, it says here 1400km of M4 should become a motorway by 2018 - https://ru.wikipedia.org/wiki/%D0%A1...81%D0%B8%D0%B8

M4, 2014, Moscow-Gelendjik(Black Sea coast)

It's not for a one car. That's the motorway will connect 6 and 15 mln cities and 25 mln for a whole region. Its a major trunk road. And motorway isn't motorway without full route lighting.
