I think this thread title should be modified to "Российские автомагистрали". Simply "магистрали" doesn't sound good IMO.

Putin pushes forward road construction financing

According to the Ministry of Transport, there are about 28,000 settlements with a total population of more than 12 million people which have no connection with the network of hard surface public roads. In some regions, including the Republic of Sakha (Yakutia), Magadan Region, Chukotka Autonomous District, and others, there is no reliable network of highways, which complicates the delivery of goods in restricted areas. As such it worsens the country’s transportation and logistics, notes director of Infranews Aleksey Bezborodov.

“If roads in Russia are at least lit up – the speed of cargo transport would rise 1.5 times. If the potholes are fixed – it would rise 2.5 times. That alone could add about 3% to Russia’s GDP.”

The government is setting up a road fund, which will be financed by raising the duty on petrol. The development of the road network has been set as the main agenda for budget financing, Putin pointed out.

“We have made a decision in principle to make road construction a priority part of budget spending. The volume of the federal road fund will reach more than $12 billion next year which is $3 billion more than what we are spending on road construction this year. And the amount of money available will continue to grow.”

Industry analysts say Russia already allocates plenty of money for roads. The problem is that it is not spent efficiently, which makes the cost of construction in Russia one of the highest in the world, despite the often poor quality of the driving surface.

It was Kommersant who wrote at first place that there was a "small stone between rim and tire" and they replaced with another car.

On the construction road through Khimki forest

RT: Russia is criticized for an extremely high cost of road construction. How much cheaper is it in Europe?

YS: “It is difficult to compare because the cost of the road depends on the environment. When it is flat it’s less expensive, than we have to dig a tunnel in the mountain. So I can say you are right, the cost of the road construction is higher in Russia than in Europe, and because I think the solution go through the acceptance in Russia of European standards, and for example, when I speak about PPP (Public Private partnerships) it is a means to reduce the cost, because in the culture, there are some improvements in Russia to develop, to have the same standards that are in Europeans.”

RT: The part of the road through the Khimki forest you are preparing to build in Russia will cost about $40 million per kilometer. Why is it so expensive?

YS: “There is a lot of civil works to bridge, tunnel and we have special equipment, and close to the cities it is always more expensive.”

That varies wildly. Some Autovías in Spain are built in the € 3 - € 6 million per km pricerange, and prices in Poland vary from € 8 million to € 25 million, depending on the urban factor. The Dutch A4 will cost € 100 million per kilometer on an existing alignment.
