Let's wait and see na lang... di pa naman siguro final yun... Meron din under construction na community/commercial center ang Vista along Daang Hari, Muntinlupa malapit na rin sa boundary ng Bacoor. Pontevia ang pangalan. If ever na matuloy na ang Starmall sa Molino napakalapit lang nito sa Pontevia.

DOTC looks into allowing foreigner to operate LRT 1 Cavite Extension Project

MANILA - (UPDATED 2:23 p.m.) The Department of Transportation and Communications is mulling over allowing foreigners to operate the proposed P60 billion Light Rail Transit Line 1 Cavite Extension.

"We want the best value for the government and for the people. We may reconsider, we are open to reconsidering, changing the structure in order to allow 100 percent foreign entities to actually participate. And it might require carving out the 'legal" definition of operator; in fact, requires 60-40 from the operational or the everyday common sense definition of the operator can in fact be 100 percent foreign," Transport Secretary Manuel "Mar" Roxas said during the Manila Line 1 Extension, Operations and Maintenance Project Investors' Pre-Qualification Conference.

"We will get our legal team to review that. The objective is to make it open as possible and to be less restrictive as possible," he said.

The law provides for a 60-40 ownership structure in favor of locals, Transport Undersecretary Rene. K. Limcaoco said. "But clearly for maintenance only it can be 100 percent foreigner," he said.

Foreign companies that purchased pre-qualification documents include Mitsubishi Corp., Sumitomo Corp., Leighton Contractors, Marubeni Corp. and Hanjin Heavy Industries & Construction Co. Ltd.

Roxas said the agency is set to conduct an international road show next month to attract more foreign bidders.

"We are encouraging them to join the bidding. With more competition bababa ang costs at gaganda ang kita ng government," he said.

He said the pre-qualifying auction will take about two months or sometime in October.

"We are looking for an award by early next year," he added.

Jose Maria K. Lim, Ma, president and chief executive of Metro Pacific Investments Corp. said the DOTC rules on operation and maintenance for the LRT Cavite Extension Project is "quite clear."

"I think the useful distinction they made on the technology provider and the operator gives us more flexibility because that was not clear on the original guidelines," Lim said.

He said MPIC is drawing up a shortlist for possible partners. "There are companies that have expressed interest to join our consortium. We will be announcing it shortly," he added.

The southbound extension of LRT 1 will increase the train's span from 20.7 kilometers to 32.4 kilometers, with approximately 10.5 kilometers of the extension elevated and 1.2 kilometers at grade.

DOTC said more than 500,000 commuters use LRT 1 everyday. At present, the existing line runs from Baclaran in Pasay City to Roosevelt in Quezon City. The southern part of Metro Manila and neighboring Cavite province is home to nearly four million people.

Roxas had said the government will set aside P30 billion to acquire up to 39 new light rail vehicles to avoid the need for raising fares.

The DOTC tapped International Finance Corp. and state-owned Development Bank of the Philippines as transaction advisors. The project has five components:

- Operation and maintenance of the existing system, which includes operation and maintenance of depot, electrical and mechanical system, rolling stock, station, track, and other related assets;

- Design, procurement, engineering, construction, installation, completion, testing, and commissioning of the Cavite extension facilities;

- Integration of the existing system and the Cavite Extension System, including train control and signaling, communications, and traction power supply;

- Operation and maintenance of the integrated system; and

- System enhancement works covering whole-of-life investments.

Cavite-Laguna Expressway plan approved

The Investment Coordination Committee (ICC) of the National Economic and Development Authority (NEDA) has approved the P19.69-billion Cavite-Laguna (Cala) Expressway project, an official of the Public-Private Partnership (PPP) Center said.
PPP Center executive director Cosette Canilao said the ICC approved the project in its meeting on Thursday.
The project will be submitted to the NEDA board for approval, Canilao said in a phone interview.
Public Works and Highways Secretary Rogelio Singson confirmed the approval of the project but said that the NEDA-ICC had sought clarification on the project.
“They want us to clarify a few things which, however, should not change the decision,” Singson said in a text message.
The planned Cala Expressway will link the South Luzon Expressway (SLEx) to the Manila-Cavite Coastal Road.
The project involves the construction of two expressways—one on the Cavite side and the other on the Laguna side.
The Cavite component is a 27.5-kilometer, four-lane highway from the terminus of R-1 Expressway in Kawit to Aguinaldo Highway in Silang, while the Laguna side is a 14.3-kilometer, four-lane at-grade expressway.
The Cala Expressway will be connected to SLEx near Sta. Rosa, Laguna.
In the meantime, the Department of Public Works and Highways (DPWH) has yet to publish the invitation to prebid and qualify for the NAIA Expressway project pending the commitment from Philippine Amusement and Gaming Corp. (Pagcor) on the financing subsidy for the project.
“Until we can’t have the MOA with Pagcor, we can’t advertise,” Public Works and Highways Director Rebecca Garsuta said in an e-mail.
The NAIA Expressway project received the approval of the NEDA board on May 30.
The government has so far rolled out three projects under the Aquino administration’s flagship PPP program.
The LRT Line 1-Cavite Extension, Operations and Maintenance Project of the Department of Transportation and Communications is currently under prequalification stage.
The PPP for School Infrastructure Project of the Department of Education is undergoing the bidding process, while the Daang Hari-SLEx Link Road Project of the DPWH has been awarded to Ayala Corp. in December.

Extension of Cavite Expressway Mulled

MANILA, Philippines — The concessionaire of the Cavite Expressway (Cavitex) expressed interest in extending the highway to Laguna province and Tagaytay City.

Cavitex Infrastructure Corporation (CIC) and PEA Tollway Corporation president Andrew Deyto said they are interested to bid for the recently-approved P19.69-billion Cavite-Laguna (Cala) Expressway project of the Department of Public Works and Highways.

DPWH said the planned Cala Expressway will link the South Luzon Expressway (SLEx) to the Manila-Cavite Coastal Road, now referred to as Cavitex, through a 41.8-kilometer toll road.

The project will entail the construction of two expressways, with a four-lane 27.5-kilometer highway originating from Kawit in Cavite and another four-lane 14.3-kilometer at-grade expressway originating from Cabuyao in Laguna. The Cala expressway will be connected to the SLEx via its Sta. Rosa interchange. Deyto said the CIC will bid for the project, especially as the project can be considered an extension of Cavitex.

“We are interested to bid for the Cala expressway,” Deyto said, even before the DPWH confirmed that the Investment Coordination Committee (ICC) of the National Economic and Development Authority (NEDA) has finally approved the project.

Similar to extending Cavitex to Laguna, Deyto said they are also planning to extend Cavitex, which now runs from the corner of Roxas Boulevard and Airport Road in Paranaque City to Kawit in Cavite, up to Tagaytay City. He said the extension could lie along Noveleta, Alfonso or Ternate or Maragondon, and Nasugbu, Batangas.

Cavite Eyes Population Info Center

TRECE MARTIRES CITY, Cavite — A provincial board member (BM) has proposed an ordinance which will create the Cavite Barangay Population Center.

The benchmark ordinance was sponsored by Irene D. Bencito, chairperson of Committee on Women and Family and Social Services, and Ramon “Jolo” Revilla III, Barangay Affairs Committee chairman.

Bencito, the only woman "bokal" (member) of Sangguniang Panglalawigan (Provincial Board), filed the ordinance as she cited the need to put up the Center in a bid to determine the population number of every barangay (village) in Cavite regularly as well as act on the folk’s welfare and development.

Cavite, a first class province with six cities and 18 towns, is the country’s most populous with 3.6 million residents. The province has a total 829 barangays.

Cavite Vies For Best LGU

TRECE MARTIRES CITY — The search for the Best Local Government Unit (LGU) is on with Cavite province, Quezon City, and Tacloban City as the top three contenders, among other areas, for the much-cherished award.

The search, led by the Philippine National Police (PNP), started this month with PNP officials conducting surveys and inspections in the various regions.

The organizers said the search focuses on LGU-PNP relationship, particularly the support given by the LGU to the PNP, peace and order, and community development.

Officials said Cavite, and the cities of Quezon and Tacloban, and some other areas have met the requirements and standards.

A PNP team composed of Superintendents Maria Asuncion Placino, Mario C. Reyes, Antonio C. Bilon Jr., Chief Inspector Ely F. Lumbaon, and Senior Police Officer I Mardizon H. Perie started to conduct field evaluations and validations in Cavite this week, following a meeting with officials from the Cavite Police Provincial Office (PPO), and the provincial government at the Ceremonial Hall of the Capitol in this city.

Cavite officials said it would be a “first” and another pride and honor if the province would be adjudged as the Best LGU.

PNP officials said the Cavite PPO has a remarkable performance during the year, particularly in the fight against criminality, as well as community development.

They also noted the support given by the provincial government under Governor Jonvic Remulla to the PNP.

Senior Superintendent John C. Bulalacao, CPPO director, reported that with their ongoing police drives, the province’s crime volume significantly decreased by 39 percent in the first half of 2012, as compared to the same period in 2011.

The crime rate decrease percentage is a feat among the PPOs.

The PPO is one of the police groups that got surmountable support from the provincial government with the 21 new patrol cars and equipment they received during the last two years.

The Best LGU would be announced by the PNP after they have made their evaluations in the regions.

Earlier, the Department of the Interior and Local Government (DILG) adjudged Cavite as one of the top 10 most performing provinces in the country.

Cavite also got from the DILG the prestigious Regional Gawad Pamana ng Lahi 2011 Award for exemplary performance in good governance.

The provincial government, and the cities and towns were also awarded with the Seal of Good Housekeeping by DILG Secretary Jose M. Robredo for complying with the agency’s Full Disclosure Policy during the year.

The Cavite provincial government was also the first in the country to be conferred with the ISO-Certification.
