M14

Take a look at the extremely poor condition of M14 in Southern Ukraine. The road is full of giant potholes, sometimes it's better to drive on the side of the road (even in the opposite direction).

And this is one of the main roads of Ukraine, it connects Kherson with Melitopol, it is the main east-west road of southern Ukraine.

What do you want to say by that?
First of all Ukraine is very poor compared to the Netherlands. And very large by total area.
The BDP per capita (nominal) in Ukraine is 2100 US$ while your country generates 45000 US$.
I don't understand this criticism.

This road is good by Ukrainian standards. It's really hard to find a country which has worse roads than we have in Ukraine.

It's totally comparable with Bosnia, MK, Albania, Montenegro and part of Serbia. Although these are much smaller countries, the conditions are still the same.

Even on the main roads? Mind you this is the direct road connection from Odessa, Mikolaiv, Kherson to Melitopol, Berdyansk, Mariupol, etc. All cities with large populations.

When I took the regular bus from the airport to Budapest itself the road was even worst. So we're probably a bit spoiled in western Europe.

As this road leads eastward, military equipment may be another cause of its poor condition, which is also true for many other roads in Eastern Ukraine. But still, roads all around the country experience a huge lack of funds (it would take 100 years to repave the existing network at the current amount of financing), very poor construction quality and absence of efficient regulation of transport weight. Maybe some miracle happens, but for now only local improvements are possible.

Ukraine needs to normalize its relationship with Russia, especially the trade, and use the resulting economic growth to rebuild its infrastructure.

Otherwise it wont happen

I can't speak with too much experience on Albania, but there are virtually no roads even close to that bad in any of the other Western Balkan countries you mention. Maybe some minor regional roads, but most definitely not core trunk roads connecting small or major cities. I'm not saying that they're all wonderful, but nothing like what you see on that video or what I've seen/driven on first hand in and around Odessa for example...

No.
Albania it's much better than you think, actually its far better than Bosnia I am sure of that. Albania has large coast and its developing at fast pace. The worst conditions are in central Bosnia and the northern part of Montenegro up to central Serbia. The eastern part of MK is also in a very very bad shape. Some roads towards the Bulgarian border crossings were not updated for decades...
But these terrains are mountainous and the distances are rather shorter.

Well, the countries of the Western Balkans can apply for pre-accession funds from the EU, Ukraine can't.
