Yes, it's true. All highways that don't have traffic lights require a toll. There are alternative roads, which the local city buses take and cars needing access to that specific area.

There are some stretches that aren't tolled, but have no traffic lights for several kilometers. But eventually you'll run into a light.

If you look at a map of Korean highways, any highway that has the same style interstate shield as the US is a tolled highway.

Expressway 40

An 18 kilometer extension of Expressway 40 opened on 31 October. It runs around the city of Chungju, from the western Expressway 45 interchange to the northern side of Chungju. It is a four-lane expressway. Expressway 40 and 45 run along side eachother for a few kilometers west of Chungju.

The next phase of Expressway 40 is a 24 kilometer extension to Expressway 55 at Jecheon, which is planned to open in June 2015.

Busan Expressways

The expressway network around Busan has been upgraded recently;

* Expressway 10 west of Busan has been widened from 4 to 6 lanes.
* Expressway 104 west of Busan has been widened from 4 to 8 lanes.
* Expressway 551 northwest of Busan has been widened from 4 to 6 lanes.
* Expressway 551 has been extended from Expwy 55 to Expwy 10 west of Busan.

Most of this opened in the past week.

Thanks for the update.

I suffered the traffic jam on west Busan Expressways during last Lunar New Year so I hope these improvements help to avoid traffic jams.

9 hours from Seoul to Busan ㅠㅠ

I knew this bridge would open soon so I wanted to photograph it when it was done, but the whole area is surrounded by factories and there's no way someone can walk in to the edge of the water.

But today I was riding the city bus and found a spot where I can take pictures of it. When it opens I'll see what pictures I can get. Hopefully they light it real nice and it's not plain.

The Ulsan Bridge opens to traffic on 1 June. It has a 1150 meter long main span.

Anyone know updates about the widening from 2-lane to 4-lane of expressway #12 (88 Olympic Expressway) on Damyang - Goryeong segment? It is expected to be completed on December 2015. Is there any plans to build expressway in Jeju Island (for example Jeju Island Ring Expressway)?

No, there is no plan to build any expressways in Jeju island, at least not a specific one... it's treated 'specially' by the government, and its current status as a tourist attraction based mainly on the natural environment will make that a hard one.

Widening of expressway #12 is going pretty much as planned but I wouldn't be too surprised if they don't make it by this year..... these kind of things often get delayed. Right now it is notorious for its high accident and fatality rates, lots of curves and slopes. The widening will help with that, since they're literally building a new road in some places.
Once it's done South Korea will no longer have any 2-lane expressways.
(Koreans have quite a high standard for expressways. After all they are tolled for them, and the fact that transport infrastructure is mainly focused on roads, not rails)

There is a new expressway under construction along the western side of Seoul, from Incheon to Gimpo. It appears to have a circa 5 kilometer long tunnel under Incheon and a port area, but I couldn't find much details about it. It seems to be part of Expressway 400, which, according to Korean Wikipedia is planned to open in March 2017.

Gangnam circle highway almost completed
$ billions money invest on this great project in seoul
this circle's entrance located on my home town.
If i run i can go there in 20 minute
When this highway completed
then I can go to gangnam district 15minute by car.(now 40 minute take)

Jangjae Tunnel (Seoul)

Jangjae Tunnel in Seoul has started construction in October and is due for completion in 2019.

This is a project that has been talked about for 20 to 30 years, and that is being built on the former grounds of the ROK's Defence Intelligence Command. It will link the East part ofSeocho Avenue (and hence Teheran Stree and Olympic Avenue all the way to Olympic Park) with its Western counterpart (pretty much along subway line 7).

The tunnel will be built between the subway stations of Seocho and Naebang.

Also, yesterday, the city has announced that the hills over the tunnel (where the Defence Intelligence Command was located) would be turned into Public Cultural Facilities. There will be a music venue / auditorium of some sort, but the city is trying to keep this hill green, so construction of residential of commercial buildings will be prohibited, and a park will be built.
