Hello to all, first time to come to this thread and gladly I see that the PNR, North and South Rail are progressing...

But, I have some question to ask lang...

1. Tapos na ba ang North Rail Project?

2.
Bakit may China flag sa tarpauline? It this Chinese Contractor? Or anong contractor (company) ito?

*Caloocan to Clark? Bakit hindi nalang i-extend upto Baguio? although mabundok ang baguio....

NORTHRAIL scores significant
headway

A RANKING official of North Luzon Railways Corporation (NORTHRAIL) today said that the company scored a significant headway in 2009 and expressed confidence that a modern railway system running from Caloocan to Clark in Pampanga will be operational in the year 2012.

“We have gained the momentum in our undertaking to build a modern railway system from Caloocan to Clark in Pampanga. Based on our 2009 performance and lessons learned, we are now certain, more than ever, of having trains running on the 82-kilometer track from Caloocan to Clark in the next two years or so,” said Atty. Zoilo L. Andin, president and chief operating officer of NORTHRAIL.

NORTHRAIL is a government entity tasked to build, manage and operate the railway project. The Project is divided into four phases: Phase I is a from Caloocan to Clark which, in turn, is divided into two sections: Section 1 is from Caloocan to Malolos and Section 2 is from Malolos to Clark; Phase II is a branch line to Subic; Phase III is from Caloocan to Fort Bonifacio; and Phase IV is the extension line to San Fernando, La Union.

“After surmounting recurring difficulties encountered in previous years, our physical achievements for Section 1 in 2009 have even surpassed cumulative accomplishments since construction work commenced in 2007,” Andin said.

The rate of accomplishment in 2009 alone was 17%.

Andin said that the accomplishment rate would rise dramatically in the succeeding months because NORTHRAIL has already attained a higher degree of functional synergy among the contractors, engineers, technical and support personnel, which translated to faster and effective application of engineering and construction approaches.

Among these are:

* Approval of proposed changes such as the adoption of the standard rail track gauge instead of the previously approved narrow track gauge, along with corresponding cost adjustments that also covered inflation and currency adjustments.

* Introduction of segmented and simultaneous construction. Under this approach, construction areas have been divided into various segments, with work on a particular segment to be undertaken by specific Filipino sub-contractors.

* Better and closer work coordination among NORTHRAIL personnel, the Chinese contractor (SINOMACH), consultants, local government units and other stakeholders.

* The hiring of additional personnel with solid knowledge and diverse background well suited for designing and constructing a modern railway system, project management, finance and accounting, contract negotiation and management, business strategy, stakeholder management and corporate communications.

Andin added that the preliminary work of some tedious and critical undertakings, such as construction design and drawings, have either been completed or already implemented.

The present design philosophy of Northrail is “rail-over-road” where the trains will be traveling above the major road crossings, allowing the continuous and uninterrupted flow of vehicular road traffic.

The areas where the tracks will be laid down have also been virtually cleared of informal settlers who had occupied the tracks being used then by Philippine National Railways. The National Housing Authority, with the assistance of NORTHRAIL and the concerned local government units (LGUs), has relocated the informal settlers in their municipality or city of residence.

“Overall, we are moving at a faster pace never been accomplished or even imagined before,” Andin said.

Andin admitted, however, that there are still some challenges, which must be resolved, like right-of-way acquisitions, which must be settled with private homeowners.

He said NORTHRAIL personnel are exerting extra efforts to finish the railways the soonest possible because “we are as impatient as the residents of Metro Manila, Central and Northern Luzon to board the train which provides fast, safe, efficient, and reliable mass transport service of passengers and goods.”

Government planners believe that the development of a modern railway system will encourage urban dispersal and will help in decongesting Metro Manila’s growing population.

i think this should be merged with the other thread... the title says it all, Philippines' Northrail and Southrail Projects--we already have that and it doesn't even have 200 posts yet... this isn't the Philippine Forums where every project can have a thread of their own...
